What is 3^rd Floor (?)

Bhubaneswar:Election Commission of India on their letter strictly mentioned to all State Chief Secretaries & Chief Election Officers to abide the rules to transfer those officers who stayed more than 3 years in one station should be transferred to get away and abstain from headquarters before general Parliament election. Moreover those inhabitants too also promulgated to leave their head quarters to relieve & get transfer order to other districts. This indeed mandatory for those officers delegating as election officers.

But on retrospect this seems as boomerang where those are at ease to stay as long as period they can even dared to un-follow the orders.

Some officers still at their upper hand even opened up to be patted by 3rd floor of Secretariat.

What is 3^rd.Floor (?)

It noticed many long stay officers communicating a message before the public openly that “We are the man of 3^rd floor and more influenced (!).Why such bad messages before the public (?).Are they really, if so are they intentionally using this word weather to popularise the Naveen Patnaik Government of to defame (!).

While we verified to know “What is 3^rd floor (?) we could not find any such  only understood 3^rd floor earlier Chief Minister Secretariat but not today. But some instances are in front many officers have completed their tenure and continuing for years together, they have seen  

Or those officers are habituated to use such nasty words are they corrupted or any vested interest ar are they above Election Commission if India (?).

Public are smiling actually what is going on with this government which should not be and not looking good. They too adding probably the long stay officers are definitely influenced by any means and some different kind of smoke (?).

These are all devilish even restraint to democratic values to abstain order of even Election Commission of India. Judiciary, legislature & administration seem on hue & cry. Question of bringing balance to democracy as if we lost ethnicity too.

Local employees are at favoured stake & neutrality to governance still novicing.

Democracy & people’s mandates are on guessing where ruling parties at evasive to revive their power & neutrality on election seems as gimmick.
