Police Summon Former Odisha CM’s Private Secretary V. K. Pandian in CMO Missing Files Case

Bhubaneswar, July 22, 2026: Odisha Police on Wednesday issued a summons to former IAS officer and Biju Janata Dal (BJD) leader V. K. Pandian in connection with the investigation into the alleged disappearance of two inquiry commission reports from the Chief Minister’s Office (CMO) during the tenure of the previous BJD government.
Pandian, who served as former Chief Minister Naveen Patnaik’s Private Secretary for more than a decade before joining the BJD ahead of the 2024 Lok Sabha and Assembly elections, has been directed to appear before the Capital Police Station, Bhubaneswar, on July 25 for examination.
The police have also asked him to extend full cooperation to the ongoing investigation.
The notice served by the Capital Police directs Pandian to appear before the investigating officer and bring along any documents, records, electronic devices, or other materials relevant to the case that may be in his possession or control.
“You are requested to bring with you any documents, records, electronic devices, or other materials relevant to the investigation that may be in your possession or control,” the police notice stated.
Pandian could not be reached for his comments on the development.

The investigation stems from a complaint filed by the Odisha Home Department, which lodged an FIR regarding the alleged disappearance of two inquiry commission reports from the Chief Minister’s Office.
Earlier, the police had also issued summons to retired IAS officer Rajesh Verma and former Indian Railway Traffic Service (IRTS) officer Manoj Mishra as part of the investigation into the missing documents.
Missing Inquiry Reports
The missing files reportedly include the reports of two important inquiry commissions:
The inquiry into the 2008 killing of Vishwa Hindu Parishad leader Swami Laxmanananda Saraswati in Kandhamal.
The inquiry into the 2016 fire tragedy at SUM Hospital (Institute of Medical Sciences and SUM Hospital), Bhubaneswar.
The investigation is currently underway, and the Odisha Police are examining the circumstances surrounding the disappearance of these official records from the CMO during the previous government.
