Odisha Sets Sights on Eastern India Tech Leadership with 870-Acre Silicon Valley at Naraj

Bhubaneswar, 20/09/2026: Odisha is set to accelerate its transition towards a technology- and innovation-driven economy, with Chief Minister Mohan Charan Majhi announcing an 870-acre semiconductor and advanced electronics hub at Naraj in Cuttack following his two-day strategic visit to New Delhi.
The announcement comes amid investment proposals worth around ₹23,600 crore received during Semicon India 2026, strengthening Odisha’s ambition to emerge as a major semiconductor and advanced electronics destination in Eastern India.
Addressing the media after returning to Bhubaneswar, Chief Minister Majhi said Odisha was moving beyond its traditional resource-based economic model towards an innovation-led economy. He described the transition as a shift from a “Mine Economy” to a “Mind Economy”, in line with the national vision of Viksit Bharat.
870-Acre Semiconductor Hub at Naraj
The State Government has approved the Semicon 3rd Amendment Policy and sanctioned the development of a world-class “Odisha Silicon Valley” at Naraj in Cuttack.
Spread across approximately 870 acres, the proposed ecosystem is expected to accommodate semiconductor fabrication facilities, chip-design and research units, component manufacturing and other supporting industries.
The initiative is aimed at creating an integrated ecosystem capable of attracting major domestic and international investments while generating skilled employment opportunities.
Rs.23,600 Crore Investment Pipeline
The proposals received during Semicon India 2026 are projected to generate more than 6,000 direct high-skilled jobs in the state.
Among the major developments highlighted by the Chief Minister are:
Approval of a ₹452-crore National Industry Co-Development Hub on Integrated Power Electronics in collaboration with IIT Bhubaneswar, with a Rs.125-crore contribution from the State Government.
Signing of a Letter of Intent (LoI) with QuadQuantum for manufacturing Silicon Carbide substrate wafers.
B2B interactions with 18 global companies and five roundtable engagements.
Signing of three Letters of Intent during the investment outreach.
Bilateral discussions with delegations from Japan, Sweden and Taiwan.
Engagements with global technology companies and industry players including Intel, Lam Research, Applied Materials, SiXSEM and 3D Glass Solutions.
The proposed IIT Bhubaneswar-linked hub is intended to help commercialise advanced research in integrated power electronics and strengthen the state’s ability to retain highly skilled technical talent.
Focus on Agri-Logistics and Clean Energy Financing
During his New Delhi visit, the Chief Minister also participated in the State Finance Ministers’ Conference, chaired by Union Finance Minister Nirmala Sitharaman. The conference focused on financing mechanisms required to advance India’s development towards Viksit Bharat.
Majhi raised two major proposals concerning Odisha’s long-term economic infrastructure.
The first was a joint Centre-State financing framework for agricultural logistics. He emphasised the need to expand cold-chain infrastructure, modern warehouses and post-harvest logistics to strengthen agricultural supply chains and improve farmers’ incomes.
The second proposal concerned Viability Gap Funding (VGF) for clean-energy projects. Highlighting Odisha’s transition towards greener energy, the Chief Minister sought greater central support and multilateral financing partnerships to de-risk and accelerate large-scale clean-energy infrastructure.
Odisha’s Emerging Technology Ambition
With land being earmarked for a major semiconductor ecosystem, research and industry collaborations moving forward and a substantial investment pipeline emerging from national and international engagements, the State Government is seeking to establish Odisha as a significant technology and advanced manufacturing centre.
The proposed Naraj “Silicon Valley”, together with investments in power electronics, semiconductor manufacturing, clean energy and agricultural infrastructure, marks a broader strategy to diversify Odisha’s economic base and strengthen its role in India’s industrial and technological growth.
