Odisha SEC Begins Preparations for 2027 Panchayat and Urban Elections
House-to-House Voter Survey to Begin on October 26; Political Parties Asked to Appoint Booth-Level Agents

Bhubaneswar, October 6, 2026: The Odisha State Election Commission (SEC) has begun preparations for the forthcoming Panchayat and Urban Local Body Elections-2027, with a strong focus on preparing an accurate, transparent and error-free electoral roll.
A meeting with representatives of recognised political parties was held at the conference hall of the State Election Commission office on Tuesday to discuss the preparation and revision of voter lists ahead of the elections.
The meeting was chaired by State Election Commissioner Madhusudan Padhi. Representatives of various recognised political parties participated in the meeting and placed their views and suggestions regarding the preparation of electoral rolls for the forthcoming elections.
The Commission informed the political parties that a house-to-house voter survey will commence from October 26. The survey will focus on updating and verifying voter information so that eligible voters are properly included in the electoral roll while details relating to ineligible, shifted or deceased voters can be identified and verified.
The SEC urged all political parties to actively cooperate with the house-to-house survey process. In particular, political parties have been requested to appoint their Booth-Level Agents (BLAs) at all polling stations across the State and ensure their active participation during the survey.
Political parties have been asked to submit details of their BLAs by October 15 to the concerned Assistant Electoral Registration Officer (AERO). In rural areas, the details are to be submitted to the concerned Block Development Officer (BDO), while for urban areas, including NACs and Municipalities, the details are to be submitted to the concerned Executive Officer. In Municipal Corporations, the information is to be submitted to the Deputy Commissioner/Assistant Commissioner concerned.
Speaking at the meeting, State Election Commissioner Madhusudan Padhi said that an accurate and error-free electoral roll is the foundation of a healthy and transparent election system. He stressed that transparency, impartiality and participation of all stakeholders would be given priority at every stage of voter-list preparation.
He expressed hope that the active cooperation of political parties would help make the electoral roll more reliable and free from errors.
The meeting also discussed various aspects of the house-to-house survey, including cooperation from voters, collection and verification of information by survey teams, addition of eligible voters’ names, deletion of ineligible names and correction of voter details.
The Commission called upon all stakeholders to remain vigilant and play a responsible role to ensure that no eligible voter is left out and no ineligible person is included in the electoral roll.
Representatives of the political parties also offered suggestions regarding the preparation of voter lists and assured the Commission of their cooperation during the house-to-house survey.
The State Election Commission stated that the entire electoral-roll preparation exercise would be carried out in accordance with the prescribed rules and guidelines.
The Commission aims to prepare a transparent, accurate, inclusive and error-free electoral roll through coordinated cooperation among political parties, the administration and the electorate ahead of the 2027 Panchayat and Urban Local Body Elections.
