Odisha Effects Four-Officer IPS Reshuffle; Saravana Vivek M Appointed Bhubaneswar DCP

New leadership for Bhubaneswar Commissionerate following Jagmohan Meena’s resignation

Bhubaneswar, September 22, 2026: The Odisha Government on Tuesday effected a reshuffle of four IPS officers, appointing 2015-batch IPS officer Dr Saravana Vivek M as the new Deputy Commissioner of Police (DCP), Bhubaneswar.

The appointment fills the DCP vacancy following the resignation of 2013-batch IPS officer Jagmohan Meena, whose resignation from the Indian Police Service was accepted with effect from September 11, 2026. Meena had taken charge as Bhubaneswar DCP in March 2025.

According to a Home Department notification issued on September 22, Dr Saravana Vivek M, who was serving as Superintendent of Police, Berhampur, has been transferred and posted as DCP, Bhubaneswar.

An MBBS graduate from Tamil Nadu, Vivek is a 2015-batch IPS officer. He has previously served as SP of Rayagada and SP of Berhampur. He also served as a police observer for the Election Commission of India during the 2026 West Bengal Assembly elections.

Abhinav Sonkar Posted as SP Berhampur

As part of the same reshuffle, 2019-batch IPS officer Abhinav Sonkar, who was serving as SP, Dhenkanal, has been transferred and posted as SP, Berhampur.

Sonkar will succeed Saravana Vivek M in charge of the Berhampur Police District.

Mane Ajinkya Baburao Gets Dhenkanal

2022-batch IPS officer Mane Ajinkya Baburao, presently serving as Additional SP, Paradeep, has been transferred and posted as SP, Dhenkanal.

The posting marks his elevation to the district Superintendent of Police assignment.

A.B. Silpa Posted as SDPO Bargarh

In another posting, 2021-batch IPS officer A.B. Silpa, currently serving as Assistant Superintendent of Police at State Police Headquarters, has been transferred and posted as Sub-Divisional Police Officer (SDPO), Bargarh.

The four transfers and postings have been made by order of the Governor, according to the Home Department notification.

The reshuffle comes shortly after Jagmohan Meena’s formal farewell from Commissionerate Police headquarters on September 19, following the acceptance of his resignation from service.

With Dr Saravana Vivek M taking over as DCP, Bhubaneswar, the Commissionerate Police has a new officer at the helm of its DCP-level leadership following Meena’s exit.
