Odisha Cabinet Approves Rs.2,781 Crore Comprehensive Flood Management Scheme

Bhubaneswar05/04/26: In a major step to address recurring flood risks, the Odisha Cabinet on Sunday approved a “Comprehensive Flood Management Scheme” with an outlay of Rs 2,781 crore, signalling a long-term strategy to strengthen disaster resilience in the state.
The scheme will be funded entirely through the state’s own resources and implemented over five years, from FY 2025-26 to FY 2029-30. Odisha’s coastal location along the Bay of Bengal makes it highly prone to floods, cyclones and storm surges, with nearly 33,400 sq km, about one-fifth of its total area, classified as flood-prone.
Frequent monsoon flooding in the state has been attributed to heavy rainfall, silted riverbeds, inadequate drainage systems, challenging terrain and the growing impact of climate change.
The approved plan adopts a comprehensive approach, combining infrastructure upgrades with policy-driven interventions. Structural measures include strengthening and raising embankments, protecting saline embankments, restoration works and steps to control coastal erosion. Non-structural components focus on improving flood forecasting, preparedness, floodplain zoning, procedural reforms and rescue operations.
Officials said the scheme aims to reduce damage to lives, villages and farmlands during floods, while promoting sustainable management practices and improving public awareness and preparedness across Odisha.
