Odisha Govt Reshuffles Over 60 IAS Officers in Major Bureaucratic Overhaul

Bhubaneswar: In a significant bureaucratic shake-up, the Odisha government on Tuesday executed a major reshuffle in the Indian Administrative Service (IAS) cadre, reassigning roles to several senior and mid-level officers across departments and districts.

According to a notification issued by the General Administration & Public Grievance (GA&PG) Department, senior IAS officer Hemant Sharma (1995 batch), currently serving as Additional Chief Secretary of the Industries Department and Chairman of IPICOL, will now also hold the additional charge of Information & Public Relations Department. Consequently, Sanjay Kumar Singh’s additional appointment to the same post stands terminated.

*Sanjeeb Kumar Mishra (1997 batch) appointed as Principal Secretary, Finance Department, retaining additional charge of Chairman, IDCO.

*N.B.S. Rajput (1999 batch) designated as Principal Secretary, Public Enterprises Department, continuing as CMD, OSRTC.

*Bhaskar Jyoti Sarma shifted to Excise Department while continuing as CMD, OPTCL, replacing Guha Poonam *Tapas Kumar, whose additional appointment stands cancelled.

*Roopa Roshan Sahoo appointed as Commissioner-cum-Secretary to the Governor.

In other key appointments:

*Sachin Ramchandra Jadhav becomes Commissioner-cum-Secretary, Sports & Youth Services, while retaining his existing roles in Sambalpur and WODC.

*Bhupendra Singh Poonia to now be Commissioner-cum-Secretary, Skill Development & Technical Education, retaining his charge of IPICOL.

*B. Parameswaran to take over as Commissioner-cum-Secretary, ST & SC Development Department.

*D. Prasanth Kumar Reddy to head MSME Department, additionally continuing as MD, IDCO.

District-level Changes:

Numerous Collector and District Magistrate (DM) appointments were made:

*Dibya Jyoti Parida moves to Puri.

*Amrit Ruturaj takes charge in Khordha.

*Somesh Kumar Upadhyay posted to Malkangiri, replacing Ashish Ishwar Patil, who moves to Dhenkanal.

*Dr. Subhankar Mohapatra now DM of Sundargarh, while Keerthi Vasan V takes over Ganjam.

Other important changes include:

*Chanchal Rana, previously DM of Puri, is appointed Commissioner, Bhubaneswar Municipal Corporation.

*Dr. Yeddula Vijay becomes Director, Sports, and Chakravarti Singh Rathore becomes Director, Technical Education & Training.

*Anya Das, Niyati Pattnaik, Dr. Maheswar Swain, and Parul Patawari have also been shifted to key director-level posts in education and social sectors.

The reshuffle also covers several 2020–2021 batch IAS officers now promoted or transferred to Collector positions, including:

*Vedbhushan to Kandhamal

*Kulkarni Ashutosh C to Rayagada

*Madhumita to Gajapati

*Chavan Kunal Motiram to Jharsuguda

*Bibhuti Bhusan Nayak to Boudh

Additionally, several Sub-Collectors from the 2021 batch have been promoted to municipal and departmental roles, reflecting a broader strategy to bolster governance at the grassroots and urban levels.
