Railway Job Scam Busted: Lady H.R Executived Nabbed From Bhubaneswar

In a major breakthrough, Berhampur Sadar Police arrested Ms.Bijayalakshmi Rout the mastermind behind a railway job fraud group .The case, registered as Sadar PS Case No. 303 on July 11, 2025, under sections 318(4)/338/336(3)/340(2)/351(2) BNS, stemmed from a complaint by S. Krushna Chandra Dora, who was duped of ₹62.5 lakh along with four others.
The scam began on March 18, 2023, when one A. Bighneswar Rao Dora lured victims at Digapahandi bus stand, promising railway jobs for Rs.12.5 lakh each through alleged connections with Indian Railways officials. Dora introduced the victims to Samarjeet Rout (alias Basanta Singh) and Subhalaxmi Rout in Bhubaneswar. Posing as a TTE, Samarjeet showcased fake joining letters and photos of railway officials to gain trust .
The accused collected Rs.62.5 lakh at the Baramunda bus stand, Bhubaneswar promising appointment letters and training in Kolkata. Victims underwent a fake medical test at B.R. Singh Hospital, Sealdah, and received fraudulent emails with call letters and approvals. Suspicious joining letters and unresponsiveness from the accused raised red flags. When confronted in Kolkata, Samarjeet urged the complainant to recruit more victims, exposing the scam.
Sadar Police, led by Inspector arrested Dora on July 11, 2025, and Subhalaxmi Rout on July 13, seizing her Axis and HDFC bank passbooks. Bijayalakshmi Rout, with prior cases at Tamando, Capital, and Infocity PS, was forwarded to court. The investigation continues to uncover the full extent of the racket, delivering justice to the victims
Notably,Investigation revealed that on 18.03.2023 complainant along with his friends met accused A.Bighneswar Rao Dora, at Digapahandi bus stand , he claimed that he knows the higher officials of the Indian Railways who will get job in Indian Railways for an amount of ₹ 12 lakh fifty thousand for each person.
Accused A Bighneswar Rao Dora took the complainant and his friends to Bhubaneswar and introduced them to one Samarjeet Rout @ Basanta Singh and Subhalaxmi Rout. Samarjeet Rout @ Basant Sigh identified himself as TTE and guide of Indian Railways and showed different joining letters and posting letters of different persons and showed different photographs of higher officers of Eastern Railway GM to gain trust of the victims.
After that he had took rupees 12 lakhs and fifty thousand from five members at Baramunda Bus stand Bhubaneswar along with his wife Subhalaxmi Rout,
approval and medical test result through mail.
After two weeks they received suspicious letters like joining letters on different dates. The complainant and others suspected the mails and tried to contact Basanta Singh and Subhalaxmi Rout over phone but they stated that they were busy in other work.
Complainant met Basanta Singh at Kolkata city centre and he stated the if he introduced more unemployed persons, then they will put them in permanent job. That is when complainant realised he and others are being cheated.
On 11.07.2025 accused A.Bighneswar Rao Dora of Kukudakhandi was arrested and forwarded to Honble court the same day.
Sadar Police team consisting WSI Pranati Nayak, ASI Harishankar Pradhan and led by IIC Sadar Inspector Rama Subramanian Pradhan conducted raid on the house of accused Subhalaxmi Rout seized her bank accounts i.e One Axis bank account passbook, one HDFC Bank account passbook . Accused Subhalaxmi Rout @ Nayak arrested on 13.07.2025 from her house and forwarded the to the Hon’ble court the same day.
Accused Bijayalkshmi Rout was previously involved in the following criminal cases
1. Tamando PS Case No – 251/2024 U/s 451/341/323/506 IPC
2. Capital PS Case No – 497/2024 U/s 296/115(2)/351(3)/3(5) BNS and
3. Infocity PS Case No – 492/24 U/s 126(2)/296/115(2)/351(2)/3(5) BNS.
