WHY GOVERNMENT IS SO MUCH WORRIED ABOUT INCREASING CAR-PRODUCTION WHICH IS MORE OF LUXURY WITH OVER-CONGESTED CITY-ROADS

DELHI: Vehicle-scrapping policy announced in Union Budget for fiscal-year 2020-21 is aimed not only to curb pollution but also to boost car-manufacture. There are so many other sectors of use for commoners where production should be increased like laying down metro-network in more and more cities. Car-manufacturers can be asked to produce metro-coaches for which efforts should be made for getting export-orders also. They can also utilise their production capacity for manufacture of three-wheeler auto-rickshaws including with air-conditioners so that middle-income people may switch over to air-conditioned three-wheeler auto-rickshaws. Experiment if successful can also be later adopted by departments and public-sector-undertakings of central and state governments for an effective cut in use of diesel and petrol apart from initial cost on purchase of vehicles. Even Mexican ambassador to India is said to have found air-conditioned auto-rickshaw as better option than car for cost-cutting and environment.

At least production of diesel-cars must be banned in India, and apart from electrical vehicles only petrol-driven CNG-cars that too in economy-sector with ex-showroom price of upto rupees ten lakhs may allowed to be produced. Car-manufacturers then compete in providing better facilities in economy cars with showroom-price upto rupees ten lakhs. Consumables in cars and other vehicles like tyres, batteries etc should be standardised so that bulk production in limited standard specification may cut down cost of consumables in cars and other vehicles.

However in case production of luxury cars is not banned, then costlier cars should attract double GST than the normal, and no loans may be allowed by any one including banks and NBFCs for purchase of luxury cars.
