Two area Committee Members Hail from Chhattisgarh, Surrender before Rayagada SP

BHUBANESWAR: Two area committee members (ACM) hailing from neighbouring Chhattisgarh, surrendered before Rayagada SP.
Manku Oyam @ Jayaram @ Pankesh @ Sainu,holding the rank of Area Committee member (ACM),Son of Sunaku Oyam, Farmer, Mother, Late Paro Oyam, of Village Karemarka, GP,Tendodi, under Bhairamgarh Police station, Dist.Bijapur,Chhattisgarh ,Dalam, Kalahandi LOS of BGN Division, Age- 22 years (Apprx),Language Koya, Hindi, Odiya,Educational Qualification 5th Class, by Caste, Religion, Adivasi (Koya),Occupation, Cultivation.
Manku Oyam joined Sunabeda Area Committee of Mainpur-Nuapada division under Odisha State Committee banned CPI (Maoist) organization as a Party Member. on November-2011.
After promotion to the rank of ACM he was transferred to Kalahandi LOS in May-2018. Later, he was working in Kalahandi LOS of BGN division just before his surrender before SP,Rayagada. He is carrying a Cash award of Rs.4 lakh announced by Govt of Odisha.
Similarly another cadre Lachu Madkam @ Biswanath @ Avinash,Son of Dulla Madkam, Farmer of Village Adismet,under police limit of Gangloor, Dist-Bijapur,Chhattisgarh .Dalam; Kalahandi LOS of BGN Division. Age : 25 years (Approx).Language known- Koya, Hindi, Odiya.Educational Qualification,2nd Class. Caste, Religion Adivasi (Koya).Occupation is Cultivation.
He joined Rahul Area Committee of KKBN division under Odisha State Committee banned CPI (Maoist) organization as a Party Member (PM) on April-2015. After that he has been working in Kodang AC and Kalahandi LOS under KKBN and BGN Division respectively since 2015.
Role suspected in offences;Maskaguda Exchange of fire in Kandhamal District on 02/12/2016,Lobergarh Exchange of fire in Kandhamal on 24/07/2015,Killing of Rabi Mallik at Sudrukumpa under Sabar police station of Kandhamal on 05.01.2019, Camp busting at Gadimaska of Kandhamal on 02.10.2018,Buring of construction machines and vehicle at Baluma under Baliguda PS limit of Kandhamal on 28.03.2018,Killing of Anil Majhi at Pidel under M.Rampur PS limit of Kalahandi, Burning of two polling vehicles with EVM machines during General Election2019 near Ribilada of Kandhamal District on 17.04.2019, and Mundamaska exchange of fire under M.Rampur PS of Kalahandi District on 30.03.2016.

Following reason are the crucial reasons for leaving party and surrender to Police;(a). Language problem,(b), Distance from native place,(C), Tough terrain in Odisha,(d). Insufficient food, water and cloth., Frequent operations by security forces in their jurisdiction areas, Rude and abnormal behavior of leadership, Due to insufficient strength they had had to cover large area of their jurisdiction by continues moving, No recruitment and active support from public in and around their jurisdiction area.
The surrender and rehabilitation policy of Govt. of Odisha is best in the country. They shall get monetary assistance as per the surrender and rehabilitation scheme of Government of Odisha. They will also get assistance for building house, pursuing studies and getting training in a travel vocation of their liking. I urge the party members of CPI (Maoist) to surrender before police and avail the benefits of surrender and rehabilitation policy of Govt. of Odisha.
