Revised DPR for Rayagada Rail Division approved with certain observations

Rayagada, (Badal Tah): The  revised DPR for·Rayagada Division, submitted vide letter no. ECoR/BBS/CTPM/RGDA Divn. dated 11,03.2025, has been examined in the board’s office. Approval of the competent authority has been obtained on the revised DPR with following  observations.   

Juirisdiction proposed in the DPR is agreed to except the proposal for extension of boundary at jurisdiction of Rayagada division with Sambalpur division upto Bissamcuttack. The same can be proposed by ECoR for consideration of Board at an appropriate time at the completion of Gunpur-Therubali line.

Whlle·the requirement of an Area Office at Koraput, is agreed to, the need for posting of an ADRM is not considered necessary at this stage. The proposed Area office at Koraput or Jeypore needs to be set up at the earliest at Senior ScaJe level. The structure/models of Area Office such as Gandhidham, Tundla and Valsad may be seen and followed.

Additional works for setting up of new Rayagada division proposed for an amount of   Rs.145.27 Cr., as an Umbrella work for 2025-26, has been sanctioned at a reduced cost of Rs.110 Cr. dropping the requirement of Auditorium, emphasizing the need for a smaller divisional hospital in phase-I, reduction in number of quarters and observing that additional area proposed for DRM building appears to be on higher side. The infrastructure requirement should accordingly be modified. Rayagada being a new djvision, control office needs to be developed as a modern control office with layout suitable for upgradation to CTC later. The current design may be revised. Rayagada division should plan to have a traffic training centre for Group ‘D’ staff.

A total of strength of 640 (officers + staff) for Rayagada division HQ is accepted, however the distribution to be kept as 40 officers and 600 staff (plus 20 & dditional posts of RPF. For the sections, officer & staff strength to be retained on “as is where is” basis and distribution of field staff to be

done accordingly. No new post may be created for Divisional and sub-Divisional hospitals at Ryagada division. For sub-divisional hospitals/health units, existing arrangements may be continued. As divisional hospital will take some time to get constructed & furnished, Health Dte. in Rly Board to decide redistribution of existing  posts of  Zonal Hospital at SCR &ECoR and divisional hospital at Visakhapatnamso as to meet the needs of new divisional hospital at Rayagada. Some outsourcing at the  hospitals can be done if felt necessary for this purpose. For this note has been sent to Railway Board.

For Security Department, it is menttioned in the DPR that a proposal for 21 posts has already been sent to Railway Board and 72 posts are now additionally proposed. Proposal of 257  posts isa separate proposal, and is   not  linked to this DPR. 72  posts proposed in the DPR are not agreed to. The proposed strength of NG staff at Rayagada divisional Hq for DSC office .has been mentioned as 07 in DPR of Rayagada which is inadequate. Instead, Rayagada office to have 27 NG staff (19 executive+ 8 ministerial) which are to be redistributed from the sanctioned strength of  Sr. Divisional Security Commissioner office, Waltair and 1 post of IPF to be redistributed from Araku Railway station  post.
