Mandatory PUCC deadline in Odisha extended till March 31

Bhubaneswar,(08/01/26):The Odisha government has extended the deadline for the mandatory Pollution Under Control Certificate (PUCC) multiple times, with the current enforcement deferred to March 31, 2026. The “no PUCC, no fuel” rule will not be implemented until this date. 

The initial enforcement date was planned for January 1, 2026, but this was postponed due to operational challenges, long queues at testing centers, and public inconvenience. The date was first moved to February 1, and then further extended to March 31, 2026.  In a major relief for vehicle owners in Odisha, the State Transport Authority (STA) has extended the timeline for obtaining the Pollution under Control Certificate (PUCC) till March 31, easing public inconvenience.

While speaking about the development, Transport Minister Bibhuti Bhusan Jena said that the decision to extend the deadline was taken to ensure that people do not face unnecessary harassment while complying with the pollution norms.

Jena said that as part of the new system, vehicle owners who have already completed their PUCC will be issued a green sticker by the RTO for easy identification. While the sticker is not mandatory, officials said it will help in smooth checking and verification, he informed adding that those who fail to obtain PUCC by March 31 will face action as per the rules.

Earlier, the STA had decided to implement the much-discussed “No PUCC, No Petrol” rule from February 1, 2026, instead of January 1, 2026.

Meanwhile, the vehicle owners have been advised to use the extended period to update PUCC, RC, fitness certificates and insurance to avoid penalties later.
