Pro-people Schemes of Mohan Sarkar Show cased through Development
JAMBOREE: DISTRICT ADMN. NEEDS TO PROJECT SPECIFIC ACHIEVEMENTS PERTAINING TO RAYAGADA

Rayagada, June 16: Rayagada district has witnessed several development initiatives during the last one year regime of double engine Govt. They include a Railway Division in Rayagada, which was virtually inaugurated by none other than Prime Minister Narendra Modi in the august presence of Chief Minister Mohan Majhi. As enshrined in the political manifesto, Mohan Govt has extended benefit to thousands of farmers by providing Minimum Support Price for paddy amounting Rs.3100 per quintal. Subhadra scheme has brought immense happiness among the poor women, especially from tribal and dalit communities. It has led to plan, strategise and implement several micro-projects boosting their income generation and self-confidence. LPG bottling plant, IMFA’s work on ethanol plant, VEDANTA’s declaration to invest one lakh crore rupees, Spintex India Pvt Ltd’s investment of Rs.400 crores on textile and apparel industries, CM’s assurance to establish a medical college & an airport, etc are some of the milestones of achievement of this double engine govt.

Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan(PM-JANMAN) and Dharti AabaJanjatiya Gram Utkarsh Abhiyan(DA-JGUA) are two classic initiatives taken especially for Primarily Vulnerable Tribal Groups(PVTGs). Several Integrated complexes estimated in crores of rupees are built in PVTG areas. So also roads to inaccessible areas have been built and are in the process of completion. Scores of families have been benefitted through Pradhan Mantri Abas Yojana.2, Antyodaya Housing Scheme, Unban Development Schemes, Pradhan Mantri Crop Insurance Scheme, Rs.3500 pension per month scheme to Dibyangs and senior citizens, quick redressal of grievance by CM Mohan Majhi and his ministers and district level officials.
To showcase the achievements of Mohan Govt, a campaign starting from June 12 to 21 has started and several development chariots/vehicles are traversing throughout the district. In a massive arranged inaugural meeting on the eve of one year completion of Mohan Govt, only few top notch govt officials including Collector, two ADMs, Rayagada Sub-Collector, Zilla Parishad’s EO-cum-CDO were adoring the stage. Thousands of chairs under a magnificent tent with scintillating lighting systems remained vacant. The purpose of taking the one year achievements of the present People’s Govt and making the people aware about all the pro-people and pro-poor schemes turned into a fiasco in the absence of public.
“It is primarily the responsibility of the organisers, ie, the district administration to facilitate the presence of public in these kinds of important meetings. Hence, this is failing the good intentions of the state government”, said Biraja Patra, a senior advocate of Rayagada District Court. “This is just a criminal wastage of money. Few days back BJP District President Gopi Anand rightly said that the officers of this district were yet to shed the colour and attitude of previous 24-years govt. It is really painful”, rued an anguished dalit youth leader B Nagaraju.
Though thousands of dibyangs of this district got benefitted with revised pension, land & housing and other schemes, their stories need to be projected through this well intentioned campaign. Scores of farmers have received minimum support price of paddy. Their stories from impoverishment to prosperity must get a place in this campaign. Subhadra programme success stories of PVTG women must find a place in this campaign. How adivasis and dalits will benefit from the extended age limit to 42 years: they must speak out. They have proved that they can. They are the models of this double engine government. But they hardly have space in this awareness campaign.
“May be, this district administration consciously is chalking out a strategy not to take the achievements of this government to the people. May be they are strategic to belittle this govt before public. That’s why District Collector’s photo is larger than PM & CM in hoardings. This is atrocious and painful. Many of us are really anguished”, said another youth leader Chintu Choudhury.
Though one year achievements are not enough to judge a government because of the liabilities carried forward by the 24-years govt, the present district administration needs to accelerate the tribal &dalit friendly schemes of both central & state governments. It is only possible if they are executed in true spirit by the officers in district, municipality, block and GP levels. But, it seems, District administration is lackadaisical.
Nodal Officers in charge of this campaign have to be specific regarding no of government employment provided to local people, no of employment provided to locals by companies and their ancillaries, no of dibyangs received Rs.3500 pension, no of farmers benefitted through MSP for paddy and quantum of benefit, no of women becoming lakhpatididis, no of students received benefits through Madho Singh Scheme, no of patients availed Ayushman Health Insurance and quantum of the benefit, no of housing beneficiaries, etc. Initiatives taken up through DMF for the affected families have to be told in public. The statistics has to district specific or otherwise the development chariot, mela with cultural extravaganza will turn out to be a sheer jamboree nothing else
