PM Modi virtually launches Asset Entitlements under Swamitva Yojana; Entitling with e-property cards, a historic step of Modi Govt to empower women: CM Mohan Majhi
Rayagada (Badal Tah): PM Narendra Modi launched the e-property card distribution of the special Swamitva Scheme through video conferencing. Swamitva program’s aim is to distribute e-property cards to about 65 lakh beneficiaries in over 50 thousand revenue villages in 230 districts of 10 states and 2 Union Territories of the country. The SVAMITVA Scheme has had a transformative impact on rural India by strengthening land governance, fostering financial inclusion, and driving rural community development. It has facilitated easier access to bank loans, resolved long-standing land disputes, and empowered women by securing their property rights, marking a significant milestone in social and economic empowerment. The SVAMITVA Scheme exemplifies the Whole-of-Government approach, fostering inter-Departmental synergy to bring about financial inclusion, rural stability, and economic growth. It has not only empowered property owners but also enabled better infrastructure planning, financial stability and sustainable development in rural India.
“Previous Govt’s were issuing record of rights to beneficiaries without proper identification of actual existence of land. Our Govt is committed to remove this kind of discrepancies by introducing e-property cards enabled through drone technology implemented by Survey of India in collaboration with state’s revenue department. We ensure empowering women through these entitlements so that they can strengthen their assets by taking further bank loans, etc”, said Mohan Majhi, Chief Minister of Odisha during virtual launching of “Swamitva” scheme in Rayagada last Saturday by none other than Prime Minister Narendra Modi. Among others present at Rayagada’s Biju Patnaik Auditorium during the ocassion were Revenue Minister Suresh Pujari, Rayagada MLA Appalaswamy Kadraka, Bissam Cuttack MLA Nilamadhaba Hikaka and Collector Parul Patawari.
CM distributed e-assets cards to 242 eligible beneficiaries from Rayagada & Kolnara Tehsils. Majhi said that on the National Panchayat Day on 29th April 2020, PM Modi initiated this revolutionary Swamitva Yojana. This scheme is meant to provide clear property rights through digitization of land records. Due to the high-quality photos taken by drone survey, accurate and long-lasting property records of people’s homes or properties could be prepared. There is also a system for receiving objections from property owners, claimants etc. before finalizing the property, so that transparency can be adhered to.
Odisha started this programme on February 5, 2021. Survey work has been started in total 3039 villages of 5 districts of Odisha namely Rayagada, Jharsuguda, Gajapati, Dhenkanal and Nabarangpur. Of these, 2721 villages have been completed by the Survey of India in collaboration with Odisha Revenue Deptt. After completing the drone survey of the above 5 districts, the Survey of India has sent 3974 Maps-I of 1785 villages to the respective districts for cross check & verification. So far, drone survey has been completed 2462 mauzas and 279 padas of Rayagada district. A total of 2870 people in the district have been given property certificates.
“I am very happy for the public participation & active involvement shown by the people of Rayagada district under Swamitva Yojana in the preparation of property documents through the application of modern technology. With emphasis on error-free data and transparency, Swamitva Yojana is truly a people-oriented programme and will be a game changer in rural Odisha. It has become another milestone in the direction of women empowerment as the names of the women of the family have been added to the property deeds. This survey has been carried out in small to small, remote to remote areas in the country. It will also be taken in our state. Once the title deed is in hand, the dependance on moneylenders will definitely decrease as bank loans and other facilities will be easily available.” said Majhi, who also congratulated Ms Gajendra Sangeet, beneficiary of Rayagada district, for interacting with Prime Minister Modi.
Majhi also talked about the achievement of his new government, which has sanctioned Rs.3100 per quintal of paddy as per commitment. The government has stood with the farmers in times of trouble. GOI is giving Rs.6000 per farmer in PM Kisan scheme and the state government is complementing it with Rs.4000 in CM Kisan scheme. Health Insurance Rs.5 lakhs for men and Rs.10 lakhs for women for medical exigencies & Rs.15 lakhs for senior citizens is going to be implemented soon in the state under Ayushman Bharat scheme. Strict security was provided by SP Swati S Kumar. District Chief Development Officer-cum-Executive Officer Akshay Kemundu extended vote of thanks.
At circuit house, Majhi interacted with representatives of various organisations namely RSS, SAKSHAM, Bajrang Dal, Viswa Hindu Parishad, Saraswati Sishu Vidya Mandir, Bharatiya Mazdoor Sangha, Balunkeswar Temple Trust, Odisha Vikalanga Mancha, Seva Bharati and others.
