Odisha Unveils Ambitious EV Policy with Incentives Up to Rs 20 Lakh

Bhubaneswar: The Odisha government has launched the Odisha Electric Vehicle Policy 2025, offering financial incentives of up to Rs 20 lakh to accelerate electric vehicle (EV) adoption across the state.

Valid until December 31, 2030, the policy aims to achieve 50% EV penetration in vehicle registrations by the end of the decade, aligning with India’s broader decarbonisation goals.

Building on the 2021 policy, which fell short of its 20% target, reaching only 9%, the new framework expands support to high-emission categories like buses, trucks, and goods carriers. Subsidies include ₹20,000 for e-rickshaws and e-carts, Rs 30,000 for L5M/L5N three-wheelers, and up to Rs 1.5 lakh for non-transport four-wheelers.Transport cars will receive a flat Rs 2 lakh, while electric buses are eligible for 15% of the ex-showroom price, capped at Rs 20 lakh.

Retrofitted two-wheelers and three-wheelers will be reimbursed 25–30% of conversion costs.

Only permanent residents of Odisha can avail benefits, with ownership transfer restricted for five years.A State-Level Task Force led by the Chief Secretary will oversee implementation. Government departments, schools, and emergency services are mandated to transition to EVs within 12 months. Tourist zones and parks have been directed to adopt EVs or solar-hybrid alternatives.
