ARE ENGINEERS PLAYING A GAME TO DEFAME NAVEEN PATNAIK (?)

After implementation of 5T many police stations issues are not coming to front of the Media especially.Its understood that the police is doing well.

Notably, the Government of Odisha roll out ‘MO SARKAR’ (My Government), easily the most ambitious plan Naveen Patnaik has launched in his five terms in office to ensure the accountability of ­public officials in delivery of government services. Based on five parameters;

1st T – TEAM WORK

2nd T – TECHNOLOGY

3rd T – TRANSPARENCY

4th T -TRANSFORMATION

5th T – TIME LIMIT

 The scheme involves taking feedback from people on the quality and timeliness of the services and ­reward or punish officials on that basis.

The introduction been taken up in the first phase of the programme, which is today extended to many other departments.

An exclusive department of 5T or MO SARKAR has been created to carry out the initiative under the Naveen Patnaik. The charge of this new wing given to a Senior IAS,Mr.V.Kartikeyan Pandian as Secretary 5T.

With this new concept the new initiative by calling up visitors to police stations, hospitals and other departments  selected randomly, and get their feedback on the quality of services they receive and the way they are treated in these establishments and mainly which for the larger interest of the people of the state.

While it is having its major impact on accountability, it has cert­ainly raised expectations among people. “Since the Chief Minister himself is monitoring the exercise.

One of the first things a government committed to transparency should do is to ensure that the RTI Act is followed in letter and spirit. is government has done the opposite,” says one reputed RTI activist,Mr.Pradip Pradhan.

“Similarly, how can there be accountability when there is no system in place to ensure it (?).In the absence of a fixed limit for delivery of a service, accountability is a misnomer. It is all hogwash and meant to fool people.”.

As an instance on Saturday one scribe visited to the office of Executive Engineer, Minor Irrigation Division – II, Ganjam and according to scribe this was his first visit to that premises to discuss with some vital tips with the Engineer Mr.Govind Chandra Dash. But  surprisingly the orderly who communicate the visitors slip came with empty message and said to the scribe “Boss is Busy with Bills right now He Can’t Meet” you (!).

After waiting more than 2 hrs the scribe went back but before leaving the premises he called the Toll free Number 14545 of “MO SARKAR” and expressed his agony lodged his complaint.

However, the matter has been communicated to the District Office.The competent authority should act and implement “There is actually a sixth T that the ­government has kept under wraps: ­TERMINATION,” says one National TV Journalist requesting anonymity.

As per information from our different reporters, whatever else it has done or not done, the new initiative has certainly put fear in the minds of government staff. But in some offices those are habitual by default are not changed the Govt Policy yet.

Really these kind of officers are good or good for nothing or intended to defame the repute & image of Naveen Patnaik,Chief Minister of Odisha.(!). Hope that the concern Executive Engineer can attend the proper answer.

Finding some lapses in some police stations (NOT ALL)  and the officers those are not following the 5T formula. In this regard Odisha Govt has given compulsory retirement one Sub Inspector and two Asst Sub Inspector as part of its drive to weed inefficient in Central and North Odisha as an example.

Now a days when a man visits to police station to lodge a complaint they are coming with their better impression and experience in a different body language of the officer which they  never expected rather happy..
