New hope for justice to Laxmi Majhi

Rayagada (Badal Tah): The much projected Laxmi Majhi’s, a tribal young lady health worker, death case is reopened with the intervention of not other than CM Mohan Charan Majhi himself. Laxmi’s father Beldhar Majhi ran pillars to posts alleging this as a cold blooded murder after her daughter’s naked charred body was found inside the campus of Chandrapur PHC on 21st December 2023. Beldhar clearly blamed the staff of ALISHA NGO chief functionary Narasingha Mohapatra and his colleagues & medical staff working in the Maa Gruha managed by the said NGO. BJP leaders from the district and state had uproars in Chandrapur block headquarters in a mass meeting and a road blockade at Rayagada town. 
 
Several inquiries and investigations were conducted by various departments under the regime of the then BJD govt; but Beldhar, his family members and the then opposition BJP leaders termed those investigation processes as eyewash. After certain period of time, the investigation got stagnant after first week of February 2024. 

 
With the advent of the new government, Beldhar again approached the new CM Majhi and placed his grievance petition vide. Regd. No.CMO2024762083, Dated 20.09.2024 before him. He was assured by CM himself to pursue the matter. By virtue of a departmental order, the case is reopened and Rayagada SP Swathy Kumar has sent a status report to home department. 
 
According to SP’s report one Bishnupriya Sanseth informed over phone by 11.30 PM about lying of a body in the campus. On this information, ASI Narasingh Sahu and hospital staff rushed to the spot and discovered one dead body found lying behind the back side of an abandon house used by SHG members for cooking food for indoor patients. FIR was lodged by hospital doctor on 22-12-2023 at about 2 AM. While enquiry into the UD case was continuing, Sri Beldhar Majhi, father of the deceased reported about murder of her daughter suspecting Narasingh Mohapatra and other inmates as accused in the case. Accordingly Chandrapur PS Case No. 86, Dtd.22.12.2023 U/s- 302/201 IPC registered and relevant records of UD case No. 07/23 was taken into the Cog case for further follow up.
 
The main work and responsibilities of the LHA is to visit the assign village and to counsel with the pregnant ladies for their sate delivery at Medical. Further investigation revealed that on 21.12.2023 Shanti was absent. She has been to Gunupur for official work where as the deceased and other threcinmates namely Chandini Sabar, Prabhasini Gamango, Aprita Sabar were present at Maa Ghara. On that day the deceased wake up early in the morning and cooked food for the two pregnant ladies and their attendants (total 5 members) and afford them ragi (Mandia) at about 08 AM. Thereafter, she also offered breakfast to the pregnant ladies and finally after preparation of lunch by herself served to those ladies between 01 to 01.30 PM. It was about 05.30 PM, when inmates did not find the deceased, Chandini Sabar called he hospital staffs present on to the mobile number of deceased and found ringing in the kitchen itself. Then only they started searching for her and informed to the hospital staffs. MOs opined that 1. The burns and associated injuries are ante- mortem in nature, 2. Time since death is in between 15 to 21 hour. Further, investigation revealed that the director of NGO, ALISHA visited maa Ghara in the month of October and interacted with the inmates. Blood samples of 22 numbers of suspected persons were collected and sent to SFSL, Rasulgarh, Bhubaneswar on 04.02.2024 for DNA Profiling and comparison.. On 09.01.2024 LVA test and Forensic Psychological assessment conducted of 11 suspect persons. Aprita Sabar, Prabhasini Gamango, Shanti Saraka, Chanding Sabara, Rankuni Baliarsingh, Debendra Majhi, Jagannatha Nayak may be concealing information about the death of Laxmi Majhi. They did not disclose any relevant information related to the deceased and the events that led to it.

Now, plethora of questions crop up, which may open the pandora’s box regarding the suspected death of Laxmi Majhi. If Laxmi Majhi is LHA(lady health assistant), why was she cooking for the patients while there is a provision of a cook ? Why did not staff of Maa Gruha intimate the Director of ALISHA/Maa Gruha &  why did not he file FIR ? The management of Maa Gruha lies with ALISHA NGO. Why did the hospital staff file the FIR ? Who is Bishnupriya Sanseth ? How did she know at 11.30 night about the body ? How did she see it at night the place where the corpse was lying down, which is a stark dark place ? Burns and injuries are ante-mortem, that is before death ? While the Doctor, hospital staff, Maa Gruha staff informed the police, why police only registered only a simple UD case rather than an FIR ? Why did not ALISHA NGO file and FIR on the day of occurrence or even the next day ? Shanti Saraka went to Gunupur on the day of official work. What was that official work ? Semen and blood stains in the burnt chaddi & vaginal swab of Laxmi Majhi establish the fact that she was raped and murdered. DNA test does not match with 22 suspected persons by police. Are they all males ? Why LVA(layered voice analysis) was done for 11 suspects instead of 22 ? Investigation reveals that Maa Gruha Staffs are concealing facts. Laxmi Majhi’s father also suspects them and alleged that they are involved in the murder of his daughter Laxmi.
