Four fake Naxals arrested for putting up Maoist banners and threatening local companies

Rayagada, February 17: Rayagada District Police have successfully unearthed and thwarted a calculated criminal conspiracy involving the fabrication and circulation of counterfeit Maoist posters and a parallel attempt to stage a fictitious Naxal surrender in order to fraudulently obtain monetary benefits under the State Government’s Surrender ard Rehabilitation Scheme.
On 14.02.2026, it came to notice that certain miscreants had manufactured and affixed spurious posters in the name of the banned terrorist organisation Communist Party of India(Maoist) at Kumbhariguda Square under Kalyansinghpur P.S., Paik Pada under Chandill P.S., and within Seskhal P.S. limits.The posters contained provocative and misleading content intended to create fear, mislead the public, and disturb public tranquillity.
Accordingly, three separate cases were registered at Chandili, Kalyansinghpur and Seskhal Police Stations under relevant provisions of the Bharatiya Nyaya Sanhita(BNS), vide Chandili P.S.Case No.61 dated 13 02.2026, Kalyarsinghpur PS. Case No.12 dated 13.02.2026 and Seskhal P.S. Case No.21 dated 13.02.2026 under Sections 336(3)/340(2)/319(2)/217/353(
The verbatim contents or the said poster are : CPI MAOBADI Sabyasachi Panda, Azad, Uday, Nikhil were never Adivasi (TRIBALS). They exploited Adivasis (Tribals} by keeping them in Naxal group. During the course of inquiry into a related General Diary entry at Rayagada Pollce Station, credible information surfaced regarding a larger conspiracy hatched. Ranju@Anubrat Bara of Rayagada and Bali Majhi of Kashlpur to orchestrate a fake surrender of innocent tribal persons by falsely projecting them as hardcore mao cadres from Chhattisgarh.
The objective was to dishonestly secure pecuniary incentives and rehabilitation benefits, thereby causing wrongful loss to the State exchequer.
Investigation revealed that meetings were held at local lodge in Rayagada, financial inducements were offered, and arrangements were made to recruit and transport Individuals for the proposed staged surrender. However, the recruited persons withdrew due to fear of legal consequences and later disclosed the conspiracy
Based on the findings, Rayagada P.S. Case No. 67 dated 14 02.2026 was registered, and the principal accused Ranju@Anubrat Bara and Bali Majhi were arrested.
During interrogation, Ranju confessed to having fabricated and circulated the counterfeit posters with the assistance of co-accused Simanchal Kutruka and Apana Mandangi@Mandika.
The co-accused were subsequently apprehended and admitted their involvement.
The Involvement of the above accused person also proved for affixing spurious naxal poster at Telengapadar junction under Munlguda PS limits on 20.01.2026 which relates to Munlguda PS case No.47/2026. The investigation has prima facie disclosed offences relating to criminal conspiracy cheating, personation, extortion, and acts intended to incite public alarm and disturb communal harmony.
Rayagada District Police reiterate that any attempt to misuse the name of banned organisations, disturb peace, or defraud Government schemes will be dealt with firmly in accordance with law. Investigation is continuing to ascertain whether any wider network or external linkage is involved. Further updates will be shared as the Investigation progresses according SP, Rayagada.
