EOW ARRESTS TWO FRAUDSTERS IMPERSONATING FOR OTDC OFFICIALS IN A FRAUD CASE INVOLVING APPROXIMATELY THREE CRORE RUPEES

Bhubaneswar:Economic Offences Wing, Bhubaneswar has arrested accused Chandan Akash Mohanty, a B. Tech. Engineer and Bijayananda Choudhury @ Shri Swami Bijayanandaji Maharaj, a self-proclaimed Baba on 21.08.2021 from their residence at Nayapalli (Bhubaneswar) & CDA, Cuttack respectively in EOW PS Case No. 10 dt. 21.08.2021 U/s 419/420/467/468/471/120-B IPC. They are being forwarded to the court of SDJM, Bhubaneswar Sunday.
The above referred EOW PS Case No. 10 of 2021 has been registered on the basis of a written complaint filed by OTDC official, Bhubaneswar on the allegation that accused Chandan Akash Mohanty, who was earlier working on contractual basis as Assistant Engineer in OTDC, Bhubaneswar, in criminal conspiracy with others had cheated one Dhanurdhara Champatiray, a Special Class Contractor by issuing fake work orders purportedly issued by OTDC, Bhubaneswar and collected huge amount from him in his personal account towards purported/ projected EMD against the work orders.
Investigation of the case revealed that Sri Dhanurdhara Champatiray is a Special Class Contractor was in eager search of work orders during corona-pandemic. In that course, in the month of May, 2020, through one of his relative he visited the accused Bijayananda Choudhury @ Shri Swami Bijayanandaji Maharaj at his residence in CDA, Cuttack, who falsely introduced himself as the Chairman of OTDC Ltd. and Member of ITDC Ltd. and introduced the victim with accused Chandan Akash Mohanty, who introduced himself as the Assistant Engineer of OTDC, whereas, the fact remains that he was working in the same capacity on contractual basis till 31.05.2019 and not thereafter. In course of their interactions, both Baba and Chandan Akash Mohanty promised to provide work order to Sri Champatiray in respect of works from OTDC Ltd. and instructed him to deposit various amounts towards EMD in the personal account of Chandan Akash Mohanty. It has been ascertained that in that course, during the period from August, 2020 to November, 2020, Chandan Akash Mohanty had handed over 23 numbers of work orders for repair and renovation of Pantha Nivas at Barkul and Rambha, purportedly issued under the seal & signature of Executive Engineer, OTDC Ltd., Bhubaneswar and against the same, managed to get Rs. 3 crores approximately from contractor, Dhanurdhara Champatiray towards purported EMD. Out of the said amount, about Rs. 1.14 crores has been deposited in the personal account of Chandan Akash Mohanty in Andhra Bank, Lewis Road branch, Bhubaneswar. All those work orders are found fake and manufactured by using forged signature & seal and not issued from OTDC Ltd. It has been ascertained that out of the above a huge amount of money has been paid to accused Baba Bijayananda Choudhury by Chandan Akash Mohanty.
Investigation of the case is continuing.
