LOCK DOWN IS BACK AND KICK STARTED WITH DAY ONE (!).

ROURKELA:The state Govt. has announced new lockdown in Khorda, Cuttack, Rourkela Municipality area from 17th evening at 9 pm till 31st July,2020 looking at sensitiveness of getting more patients which amounts to more than 65% of the total corona positive cases in Odisha. Among these districts Ganjam is the worst hit and nonetheless Rourkela which had contributed substantially corona positive cases in last 20 days. Anyways, this time it has to be implemented strictly. Regarding this the Commissioner of Rourkela Municipality Corporation, Dibyajyoti Parida has also advised the people of Rourkela to stay home and to maintain all protocols been given to contain corona in the city. Anyone who is seen violating this will be taken to task severely and the local administration under the leadership of the Collector Sundergarh is all prepared to handle this lockdown successfully. As per the news sources, police authorities are advised to take serious action against the violators on roads and for the cause awareness about the same has also been done. In previous lockdowns, Rourkela rather the entire districts had come up clean in following Govt. guidelines excepting in few cases where mass negligence was seen. This time it is expected that all these corrections will be made by the local authorities to handle this situation in a better way.
Naveen Govt. is trying all efforts to contain the spread but somehow the result was not so much target based. Corona patients’ numbers have increased multifold during last one month with more than 10 lakhs corona positive cased in India which is increasing at a greater speed of more than 30,000 patients every day. Anyways, the onus is on the all the citizens of the country to follow the guidelines issued from time to time by the Govt. as well as onus is also on the govt. to provide proper infrastructure and testing kits in numbers for sample testing. In a revised circular few additions have been made for agencies in exclusion clause in this new lockdown. Telecom service providers including their maintenance offices and movement of their staff with proper identity cards are allowed, Data and call centers, Banks, Insurance, financial institutions including service organizations has to operate with 25% staffs, capital and debt markets services under SEBI, office of the controller and Auditor General of India, department of state Govt. and their sub-ordinate offices, office of UN agencies, mining operations, cold storage, ware housing services and packaging units including their transportation units, deployment of private security services and the most importantly shops who are dealing with fruits, vegetables, fish, meat, chicken and egg can be opened between 6am to 1pm with maintaining proper guidelines to contain COVID-19, like social distancing and using masks. Respective administrative authorities of these districts are also advised to shifts fish, meat, chicken and egg shops from their traditional places to outer markets looking at the feasibility. The entire decision will be vested on the authorities only and they may do it looking at the situation.
