Former MLA Bikram Panda faces Fresh case  Registered Over threat to witness

Brahmapur, Sept. 16: A fresh case has been registered against former Berhampur MLA and BJD leader Bikram Kumar Panda, his aide Madan Mohan Dalai and a jail doctor in connection with an alleged phone call to a witness in the Pitabash Panda murder case.

While addressing to media  Berhampur Superintendent of Police Saravana Vivek M, the case was registered at Gosaninuagaon Police Station on September 15 following a complaint by witness Lalit Mangaraj.

Police alleged that Panda and Dalai contacted Mangaraj on August 28 from inside the jail using a mobile phone belonging to the jail doctor. The call was allegedly made from the doctor’s chamber.

The SP said police verified the complaint by examining CCTV footage from the doctor’s chamber and collecting technical evidence, including call-related information. Based on the verification, the fresh case was registered against the three persons.

The police have also indicated that a report will be submitted to the state administration recommending appropriate departmental action against the jail doctor for allegedly facilitating prohibited communication between a person in custody and a witness.

Panda was released on bail on September 1 following an order of the Odisha High Court after spending more than 10 months in custody.

He was arrested on November 6, 2025, along with several others, including former Berhampur Municipal Corporation Mayor Shiva Shankar Das, BJD corporator Malaya Bisoi and Madan Mohan Dalai, in connection with the murder case involving senior advocate and BJP member Pitabash Panda.

The allegations in the fresh case are subject to investigation and due legal process.
