Bhubaneswar,13/4/26: In a historic move Odisha Biju Janata Dal( BJD) Chief Naveen Patnaik appoints Manas Mangaraj as Rajya Sabha leader after exit of Sasmit Patra also Naveen named Ms.Sulata Deo as the deputy leader and chief whip of the BJD parliamentary party in the Rajya Sabha.
The Spokes person told The appointments come in the wake of the recently concluded biennial elections to the Upper House and the retirement of several senior BJD MPs.
Recently, Naveen also accepted the resignation of Dr.Patra from the post of Leader of the Biju Janata Dal Parliamentary Party in Rajya Sabha.
In an official communication dated April 12, 2026, addressed to the Hon’ble Chairman of the Rajya Sabha, Naveen Patnaik formally notified the appointments with immediate effect. Manas Ranjan Mangaraj has been elevated as the Leader of the Biju Janata Dal Parliamentary Party in Rajya Sabha, while Sulata Deo takes on the dual responsibility of Deputy Leader and Chief Whip.
The letter requests the Rajya Sabha Secretariat to grant “due official recognition” to the newly appointed leaders so they can discharge their responsibilities without delay.
This reshuffle is being viewed by political observers as a pragmatic step by the three-time former Odisha Chief Minister to recalibrate the party’s Upper House strategy at a time when regional parties are navigating a complex national political landscape.
With Odisha remaining BJD’s core stronghold, the new duo is expected to play a crucial role in voicing state-specific issues and maintaining the party’s independent yet influential stance in the Rajya Sabha.
The development has already sparked interest across political circles in Odisha and beyond, with many seeing it as the beginning of a renewed BJD chapter in national politics.
