Odisha Budget as ‘Historic Towards Samruddha Odisha’

Chief Minister Mohan Charan Majhi on Friday presented Odisha’s full budget for 2026-27 in the state assembly, proposing a record outlay of Rs.3,10,000 crore — the highest in the state’s history.

Bhubaneswr:The budget, the second full budget of the BJP government since it came to power on its own in 2024, includes 16 new public welfare schemes and places strong emphasis on building a “Samruddha Odisha” (Prosperous Odisha) and “Viksit Odisha” (Developed Odisha).

State BJP president Manmohan Samal described the budget as “historic and far-sighted”, saying it clearly reflects the party’s commitment to inclusive development. He congratulated Chief Minister Majhi for presenting a “people-centric and transformative” budget that addresses the aspirations of every section of society while promoting Odia identity.

Key priorities highlighted in the budget include agriculture and allied sectors, tourism, irrigation and flood control, health, education, industry, sports, skill development, and food security. The government has drawn inspiration from Prime Minister Narendra Modi’s principles of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas”, with special focus on four vulnerable groups — the poor, women, farmers, and youth.

Major sectoral allocations announced include;


– Agriculture and allied sectors: Rs.42,492 crore
– Rural development: Rs.44,309 crore
– Health: Rs.23,182 crore
– Education: Rs.42,565 crore
– Social security:
25,208 crore and Rs/24,250 crore (under separate heads)
– Irrigation and flood control: Rs.17,855 crore
– Women empowerment: Rs.18,957 crore
– Urban development: Rs.10,738 crore

The budget proposes several flagship initiatives, including the world’s largest grain storage plan, rare earth corridor, AI mission, tourism land bank, Fit India mission, Chilika restoration, four new universities, skill campuses in Sambalpur and Berhampur, pharma and med-tech parks, and semiconductor policy acceleration.

Samal noted that the “double engine” government at the Centre and state is prioritising Odisha’s all-round development, adding that the budget has brought satisfaction to every section of society.

The presentation marks a significant step in the BJP government’s roadmap to transform Odisha into a prosperous and developed state by leveraging central support and state-specific initiatives.
