Directive issued to ULB officials to maintain punctuality, professional conduct

Bhubaneswar : In a strong push towards enhancing transparency and accountability in Urban Local Body (ULB) administration across the state, Housing & Urban Development Secretary Usha Padhee has issued a directive emphasizing punctuality and professional conduct among all ULB officials.
Recognizing the efforts of Executive Officers (EOs) in maintaining punctuality, Padhee has called for uniform commitment from all staff under ULBs.
She has urged EOs to lead by example and implement biometric attendance systems without delay. This move is aimed at institutionalizing discipline, ensuring timely delivery of public services, and reinforcing citizen trust in local governance.
In addition, the directive recommends the installation of CCTV surveillance systems within office premises to monitor staff conduct and public interactions.
These measures are part of a broader initiative to promote a citizen-first culture and responsive administration.
“The time has come for a cultural shift in governance — one that reflects integrity, responsiveness, and efficiency. Punctuality and professional behavior should be non-negotiable, and flexibility may only be allowed in exceptional circumstances,” said Padhee.
Director Municipal Administration (DMA) Arindam Dakua has been instructed to actively monitor the implementation of these measures and ensure compliance across all ULBs.
