THE DEVELOPER OF WEBSITE OF “GRAMIN ROJGAR KALYAN SANSTHAN” USED BY THE FAKE JOB RACKET

Bhubaneswar,17/03/2023:Economic Offences Wing, Bhubaneswar arrested another accused Amit Kumar Singh, a native of Kasdeora, Maharajganj under Dist-Siwan, Bihar, on 15.03.2023 from Maharajganj in EOW PS Case No.05 dt.25.01.2023 U/s 420/467/468/471/120-B IPC r/w Sec.66 (C) of IT Act. The arrested accused was produced before the Hon’ble Court of ACJM-6, Siwan, Bihar on the same day and brought on transit remand for his production before the Hon’ble Court of SDJM, Bhubaneswar.

The arrested accused being an IT Graduate, is the developer of the website i.e. www.grks.org of “Gramin Rojgar Kalyan Sansthan” for floating the fake advertisement for job. Apart from creating, he was managing the website by updating it from time to time. Besides, he was liaising with different payment gateways like Cashfree, Razorpay, Bharatpay etc. for maintenance of wallets of “Gramin Rojgar Kalyan Sansthan” with them.

 He was also responsible for giving the advertisement of the fake job racket in social media like facebook. He was providing the technical support to the job racket knowing it well to be fake and was getting the lucrative benefit from the account of Gramin Rojgar Kalyan Sansthan i.e. Rs.40,000/- per week.

 He is one of the main accused persons associated with the fake job racket and was providing the technical support to the racket operating in at least 17 States i.e. Madhya Pradesh Chattisgarh Uttarakhand Rajsthan Odisha Tamil Nadu Andhra Pradesh Telangana West Bengal Assam Himanchal Pradesh Kerala Karnataka Jharkhand Punjab Haryana Gujrat.

 1. The “Gramin Rojgar Kalyan Sansthan” is having its registered office in New Delhi and other offices in Mumbai, Bhopal and Dehradun.

2. The scamsters had developed the website resembling a Govt website displaying the Govt like job advertisements.

 3. “Gramin Rojgar Kalyan Sansthan” (GRKS) invited application for various jobs like District and block coordinator, computer operator, block surveyor etc. prescribing the educational qualification and the remuneration for the individual posts. The advertisement also contained the name of the website www.grks.org, and the job seekers were required to submit their application through web only.

4. To gain the confidence of the job seekers they also offered reservations and concessional fee as it is done for Govt job. 5. They also give advertisement in local newspapers like 1) Dharitri & Samaj (Bhubaneswar) 2) Anandabazar Patrika & Bartman (Kolkata) 3) Hindustan & Dainik Jagaran (Dehradun) 4) Amar Ujala (Shimla)

 5) Malayala Manorama (All Kerala)

6) Eenadu (All Andhra Pradesh and Telegana)

 7) Patrika (All editions of Rajasthan) 6. They used to conduct online exam and interview too.

8. In the website they used to give syllabus for each post. 8. In their website they also warn the job seekers about Job Fraud

9. Being attracted by such advertisement which resembles to that of the Government, lakhs of unemployed youths across the nation applied for the posts from 2020 onwards by paying the required application fees.

10. The applicants although were being made to sit in the online examination but none of them was being given appointments and were deliberately disqualified. In this way, GRKS was misappropriating the application fees amounting to Crores of rupees from the gullible job seekers. The amounts collected from the candidates were being landed in different accounts ultimately controlled/managed by the fraudsters.

11. They used to conduct fake scholarship online exam too.

12. The scamsters were using many shell/ sister companies for routing and money laundering the ill-gotten money. Like: GURBA EDUTECH PRIVATE LIMITED, New Delhi AMOGH SEVA FOUNDATION, New Delhi UDYAMIT SEVA SAMITI FOUNDATION, New Delhi YOTTA EDUTECH PRIVATE LIMITED, New Delhi JPM INNOVATIVE SOLUTION PRIVATE LIMITED, New Delhi Augstya Web SUMITRA PRODUCTION, Mumbai As of now transaction/ fraud/money laundering of about Rs.6.6 Crores has been traced to have been cheated from more than 40,000 job aspirants across the nation. One laptop suspected to be containing some incriminating materials relating to the fraudulent activities of Gramin Rojgar Kalyan Sansthan has been seized from the possession of the accused Amit Kumar Singh.

Earlier, main accused Dharmpal Singh and his associate Jairam Tiwari have been arrested and forwarded in this case. They are still in judicial custody. Further investigation is on.

ADVISORY The general public especially the job seekers while coming across such type of advertisements for job should verify the authenticity of the advertisement at least from the concerned department of the Govt.

They can also verify the details of the agency floating such advertisements with regard to its status, functioning and limitations.

The used logo/website in the advertisement should be cross checked with the authentic sources.

If they suspect any such advertisement for job, they should bring it to the notice of the nearest Law Enforcement Agency.
