Give NOTA effective importance to ensure good candidates in 2022-elections to five state-assemblies – A step towards women-reservation should also be taken

New Delhi:Elections to five state-assemblies namely Goa, Manipur, Punjab, Uttar Pradesh and Uttarakhand are due to be held in first half on next year 2022. Supreme Court like sensible citizens of India have from time to time desired that good candidates should only be allowed to contest elections, but without some practical remedy which can be ensured by giving effective teeth to present totally non-effective provision of None-Of-The-Above (NOTA).

Provision of making all candidates getting votes less than NOTA disqualified to contest any election or their being nominated in any legislative body for next six years will compel political parties to field only good candidates in elections. However in case of NOTA winning the elections in any constituency, next getting highest votes may declared elected from that constituency. Notorious persons contesting elections as independents will also be out for future elections. Similar provision of disqualifying should the there for all those losing security deposits. A person must not be allowed to contest from more than one constituency or for both Lok Sabha and Vidhan Sabha. Rather a sitting MP or MLA must resign from earlier seat before filing nomination for the other, and persons resigning mid-way from any legislative body should also be disqualified to be a member of any legislative body for next six years.

Since our male-dominated political system is not likely to legislate women-reservation bill, Election Commission formula to provide one-third party tickets state-wise to women should be accepted ensuring that their campaign material must not carry name and photos of their male-relations to prevent women-candidates being fielded as proxy-candidates for their male relations.
