Cuttack,08/01/19:The major focus for State Vigilance during 2018 has been on registration of trap cases against public servants demanding and accepting bribe during delivery of basic public services to the people and implementation of developmental and welfare schemes for the beneficiaries belonging to poor, backward and weaker sections of society. Another thrust area has been registration of high value Disproportionate Assets cases. Strengthening the prosecution system with a view to increase the rate of conviction has also been a priority area.
REGISTRATION OF CRIMINAL CASES
During the year 2018, State Vigilance has registered 429 criminal cases against 707 persons including 542 Public servants and 165 Private persons.
This includes 182 Trap cases, 98 DA (Disproportionate Assets) cases and 149 Misappropriation cases against 52 Class-I officers, 44 Class-II officers, 433 Class-III employees, 13 Class-IV employees and 165 Private persons.
During the year 2018, 182 trap cases have been registered against 195 persons including 192 Public servants and 3 Private persons. The trap cases have been registered against 12 Class-I officers, 10 Class-II officers, 161 Class-III employees, 9 Class-IV employees and 3 Private persons for demand and acceptance of bribe amounting to Rs.16.90 lakhs.
During 2018, there was a perceptible increase in registration of trap cases in as many as 182 trap cases were registered against 195 persons as against 161 trap cases registered against 177 persons during 2017, recording a rise of 13%. Out of the total trap cases during 2018, 7 cases of interception of public servants while travelling with huge un-accountant for cash of Rs.23.04 Lakhs and gold coin were registered as against 6 interception cases involving Rs. 15.61 Lakhs registered during 2017. Similarly, out of 7 interception cases of 2018, 5 cases were registered against Class-I officers as against 3 cases in 2017.
DISPROPORTIONATE ASSETS (DA) CASES
During the year 2018, 98 D.A cases have been registered against 145 persons including 103 Public servants and 42 Private persons. DA cases have been registered against 23 Class-I officers, 21 Class-II officers, 55 Class-III employees, 4 Class-IV employees and 42 Private persons for acquisition of disproportionate assets beyond their known sources of income. The total disproportionate assets in all the 98 DA cases has been calculated as around Rs.94.25 Crores.
During 2018, the focus being on registration of high value D.A. cases, in as many as 38 cases, the total assets seized during house search were worth more than one crore in each case. The total amount of Disproportionate Assets in D.A. cases was also perceptibly higher i.e. about Rs.94.25 Crores as against Rs.67.30 Crores in 2017, recording a rise of 40%..
State Vigilance has registered 149 misappropriation cases relating to misappropriation of public money against 367 persons including 247 public servants and 120 private persons involving misappropriation of public funds amounting to Rs.15.18 Crores. Misappropriation cases have been registered against 17 Class-I officers, 13 Class-II officers, 217 Class-III employees and 120 Private persons.
During the year 2018, 241 accused persons have been arrested and forwarded in custody, which includes 26 Class-I officers, 19 Class-II officers, 182 Class-III employees, 9 Class-IV employees and 5 Private persons.
Thus, the number of arrested accused persons increased i.e. 241 including 26 Class-I officers in 2018 as against 218 accused persons including 20 Class-I officers during 2017.
During the year 2018, 234 Vigilance cases have been disposed of. Out of these, 16 cases were abated due to death of the accused persons and 4 cases were discharged/dropped. Out of the rest 214 cases, 110 cases ended in conviction against 20 Class-I officers, 9 Class-II officers, 90 Class-III employees, 1 Class-IV employee and 13 Private persons. Thus, altogether 133 accused persons were convicted during the year. The percentage of conviction in respect of cases disposed of after trial by the courts during the year comes to 51.40% as against 47% recorded in 2017, recording a rise of 4.40%. During 2018, 20 Class-I officers were convicted as against 7 Class-I officers convicted during 2017. Thus, there was almost three fold increase in conviction of Class-I officers.
During the year 2018, 33 Public servants including 2 Class-I officers, 3 Class-II officers, 27 Class III employees and 1 Class-IV employee were dismissed from service following their conviction in Vigilance cases.
During the year 2018, State Vigilance has recommended for initiation of Departmental action against 542 Public servants including 69
Class-I officers, 85 Class-II officers, 374 Class III employees and 14 Class-IV employees. Thus, there was a perceptible rise in recommendation for Departmental action against public servants during 2018 i.e. 542 as against 466 during 2017, recording a rise of 16%.
During the year 2018, State Vigilance has initiated 422 enquiries against 544 Public servants and others, which include 22 Class-I officers, 38 Class-II officers, 439 Class-III employees, 11 Class-IV employees and 34 Private persons for their alleged involvement in various acts of corruption.
The year 2018 has been a year of modernization, expansion, restructuring and capacity building for Odisha Vigilance. A retired Bank officer and a practicing Chartered Accountant have been engaged as consultants. Cyber Cells have been opened at Vigilance Directorate and Divisions. Additional posts of legal counsels have been created. Government have also approved the creation of ten posts of Prosecution Liaison Officers to strengthen the prosecution system.
Two more Forest Units for Bhubaneswar and Koraput Vigilance Divisions have been sanctioned and now all the six Vigilance Divisions have their own Forest Units. Following the introduction of goods and services tax, a Specialized Finance Wing has come up in place of Commercial Tax Wing at Vigilance Directorate and Divisions for assisting in Vigilance investigations and enquiries.
Establishment of a State Vigilance Academy at Bhubaneswar was the biggest achievement in the year-2018. This is the first Anti-Corruption Training Academy for any State, which will greatly boost the training infrastructure and resources. The Academy has started functioning and conducted Vigilance familiarization training of IPS Probationers. The State Vigilance has also significantly extended its interface with the Colleges, Universities and Academia and intensified internship programmes for Law students.
Bhubaneswar,04/01/19:The Economic Offences Wing of Odisha Crime Branch will interrogate the Golden Baba @ Jyotiranjan Beura regarding his financial transaction.
The agency will also try to extract information regarding his relationship with some political leaders. The Commissionerate Police wrote to the Crime Branch, requesting interrogation of the fraudster who was arrested for allegedly duping people and many companies.
Original name is Jyotiranjan Beura. He was called Golden Baba as he always wears heavy gold ornaments and attends various political meetings and programmes.
According to source,, the police had been searching for the golden baba for a long period in various fraud cases following a complaint was lodged by a victim from Barbil.About 19 cases are pending against him in different police stations.
ROUREKELA,30/12/18: In broad day light two miscreants’ looted Rs.3 lakhs from the manager of a Medicine shop owner at Ispat Market, Rourkela at around 3 pm near SBI Township Branch, Sector-19, Rourkela. As per the information there are two medicines store of a single owner in Ispat Market, namely Dhanantwari Medicines and Dhabaleswar Medical Store where he is having Tapas Kumar as Manger. This afternoon to make payments to Medicine Distributors, Tapas Kumar was carrying Rs.3 lakhs to deposit the same in SBI branch, nearby, while he was walking pass the Nehru Park just before SBI, two men in a Pulser bike rushed towards him and snatched away the bag full of cash worth Rs. 3 lakhs and flew from the spot. Immediately Sector-19 police was informed about the incident and police had tried to trace the biker and had initiated search operation throughout the city but till the time of reporting this news police are clueless and no such visible result was achieved. Police has also taken reference of CCTV camera installed in the shop and interacting with staffs of both the medicines stores. Ispat Market is the main market for entire sector and nearby area and there are thousands of shops of different kinds. After this incident the businessmen of the market are also apprehensive of their security. Rourkela in recent days has become more violent and it seems to have lost the image of a peaceful city. Two days back one RSP employee was shot dead by two miscreants at his residence at Sector-1 in the evening which was created huge hue and cry. Now this news has questioned police role and action in the city. Before New Year, 2019 Rourkela is facing end number of challenges relating to law and order situation. Let’s see how police department is handling this; moreover, cracking these two cases is more challenging for the Superintendent of Police and his team.
Bhubaneswar,29/12/18: Presenting the annual report at a press conference here about the success of the state police in anti-Maoist operation, Sharma said a total of 27 extremists surrendered to police this year.
As many as 19 Maoists were killed in encounter while 39 were arrested after exchange of fire with security forces this year, Director General of Police (DGP) RP Sharma said on Saturday.
“In a democracy, all have the rights to protest, but none has rights for violence. Last year, the state witnessed three major incidents. All the culprits have been identified,”.
“We have appealed to Maoists to lay down arms. Those who left the Maoist organisation and surrendered were brought to the mainstream of the society,” Sharma told Scribes.
Speaking about violence activities by the ultras, Sharma said damage of public properties and violence will not be tolerated.
ROURKELA,28/12/18:For the first time in history of Rourkela Steel Plant Township a cold blooded murder was done by two miscreants and the victim’ name is Nrusingh Charan Sahu. As per the information sought, the said victim was a Rourkela Steel Plant (RSP) employee working in SMS-II plant and was staying in RSP quarters. Yesterday evening when he was at home at around 6 pm two persons came and had discussion with him outside his residence for 10 to 15 minutes. They had hot arguments which lead to a unwanted situation and out of anger one of the two assailants fired at him which pierced and passed through the head of Nrusingha Charan Sahu and killed him on spot. Getting the sound family members had rushed to the spot and shouted for help. He was immediately taken to Ispat General Hospital where he was declared brought dead by the doctor. In the initial investigation it is apprehended this incidence took place because of money transactions. Soon after the incident Stor-3 police had taken the situation under their control and Rourkela SP, Dr. Umashankar Das had also visited the spot and took the stock of the incident. Police has now intensified their search operation for the missing miscreants. This news had spread like wild fire and shocked the entire locality and his colleagues in RSP. Police has already registered a case and body was kept in morgue.
Dhenkanal,28/12/18:Dhenkanal: Vigilance sleuths on today morning conducted simultaneous raids at the office of Dhenkanal Regional Transport Officer (RTO) on charges of amassing assets disproportionate to his known sources of income. The accused officer, identified as Dibakar Singh is currently serving as RTO in Dhenkanal.
Acting on the allegation against the accused officer, the anti-corruption wing conducted simultaneous raids at Singh’s residence in Dhenkanal and Mayurbhanj. The anti-corruption wing officials also verified papers and other documents.
However, the exact amount of his accumulated assets is yet to be ascertained. Inquiry into the case is underway, the vigilance officials said.

Berhampur,25/12/18: In a day which saw Ganjam Police carrying out two separate encounters, one dreaded criminal was killed while two others sustained critical injuries. The deceased has been identified as dreaded criminal Babu Naika.
Jagannathprasad Police had intensified patrolling to nab anti-socials in the region after receiving a tip off about movement of Naika and his associates in the area. After being traced, Babu and his associates opened fire at police, who retaliated. Following exchange of fire, Police managed to nab the criminals who were injured in the encounter, added sources. Police also seized two mousers, live ammunition and a motorcycle.
Today afternoon Santanu Kumar Dash,ASP,Berhampur told to scribes Babu was initially rushed to Jagannathprasad CHC and later died while being shifted to MKCG Medical College and Hospital, informed a police official. As per police record at different police station under Berhampur and Ganjam Police district, Babu had more than 20 criminal cases pending against his name at different police stations.
It may be underlined that, Babu was arrested by Ganjam police in connection with a bomb blast, but escaped while undergoing treatment at the MKCG Medical College and Hospital on November 25 as a result five Cops are suspended for negligence of official duty. A case was registered at BN Pur Police station.
Berhampur, (Ganjam),25/12/18:A hardcore criminal Anant Kumar Macchua @ Mani suffered injuries on his right leg during an encounter with police near Gudidhepa in Khallikote of Ganjam district today in early morning.
IIC Khalikote,Bibekananda Swain reported Macchua was initially admitted to a hospital in Khallikote and later shifted to MKCG Medical College & Hospital where he is currently undergoing treatment. The criminal is said to be a resident of Ranpur area of Nayagarh.
According to Brijesh Ray,SP,Ganjam, he said tonight at about 4.45 am in an exchange of fire die hard criminal Ananta Kumar involved in recent Khalikote Police limit Badaghati dacoty case and involved more than 10 cases in Khorda,Nayagarh and Ganjam area.
Police received .one unicorn bike one pistol with 3 round live ammunition and some cash from spot.The incident took place on NH 16 near Gudidhepo under Khalikote PS.
