Berhampur,20/09/18:Today Sri Sarat Chandra Sethi, Jr. Assistant, Phulbani Municipality Office, Phulbani, Dist- Kandhamal has been caught red-handed by the officers of Vigilance, Berhampur Division for demanding and accepting bribe of Rs.40,000/- (Rupees Forty Thousand) from complainant Sri Gupteswar Mukhi of Penji Sahi, Phulbani, Dist- Kandhamal, for releasing arrears of pension and processing regular pension of his late father who was an employee of the said Municipality. 

Accordingly, a trap was laid on 20.9.2018 at 11:45 AM, Sri Sethi, Jr. Assistant was caught red-handed by Vigilance Officers inside his Government quarter at Phulbani, while demanding and accepting bribe of Rs.40,000/- (Rupees Forty Thousand)from complainant Sri Mukhi. The bribe money of Rs.40,000/- (Rupees Forty Thousand)was recovered from the possession of Sri Sethi and seized in presence of witnesses. His both hands wash gave positive chemical reaction, confirming acceptance and handling of bribe by him. His residential Government quarter at Phulbani Municipality campus and house at native village Krushnachandrapur Patna, Dasapalla, Dist- Nayagarh are being searched. Sri Sethi has been arrested and will be forwarded to the Court. 

In this connection, Berhampur Vigilance P.S. case No.38 dt.19.9.2018 U/s 7 Prevention of Corruption (Amendment) Act, 2018 has been registered and is under investigation.

Berhampur,19/09/18:On the strength of search warrant issued by Spl. Judge, Vigilance, Berhampur in Misc. Case No. 06/2018, one triple storied building at Sidharthanagar, 3rd lane, Berhampur adjoining “Digyajeevan Sangha”, Berhampur,The Govt. residential quarter of the SO located in the campus of ITDA Office located at Khaman Sahi, Muniguda, Dist-Rayagada,Office chamber and temporary stay of the at ITDA Office, Gunupur, Rayagada,  paternal house  located at Co-operative Colony, 3rd lane, Berhampur in the name of his father and  father-in-law’s house  Shyam Sundar Sahu located at Routpeta Street, Berhampur, Ganjam were searched simultaneously on Wednesday to trace the movable/ immovable assets possessed by Sri Pati and his family members.

 During Search the following movable/immovable assets are found in possession of i Gaganbihari Pati, JE, ITDA, Gunupur and his family members.

Sri Pati is the elder son of his father. After completion of his Diploma, he entered into Govt. service as JE Contractual in the year 2008. His service has been regularized recently in the year 2014. Within this short span of service,Sri Pati could able to accumulate huge assets. He has been working in ITDA since 2008.

Inventory of locker in the name of father of Pati at Andhra Bank, Courtpeta Branch, Berhampur was made during which another 223.5 Gms of gold ornaments has been recovered. At present the same has not been taken as assets of the SO and the further enquiry is going on..

Rayagada, September 19: As a part of Anti-graft measure, the state vigilance department has raided the houses of Sri Gagan Bihari Pati, Junior Engineer(JE) of Integrated Tribal Development Agency(ITDA), Gunupur. On the strength of a search warrant obtained from the court of Special Judge, Berhampur in Misc. Case no 6/2018, raid by the vigilance sleuths went on last Wednesday at five places simultaneously in Pati’s three-storey building at Siddharth Nagar, his parental house at Co-operative Colony, his father’s in law’s house at Routpeta Street in Berhampur, his residential quarter at Khan Sahi, Muniguda and his office room at ITDA office Gunupur in Rayagada. Several bundles of notes of five hundred and two thousand denominations amounting around thirty lakhs were confiscated from the washing machine. Gold ornaments worth lakhs of rupees were also seized. Several important documents bearing proof of his fixed deposits, insurance, land and building deeds, etc were also seized. The raid was underway till the filling of this report. 

During the year 2013 vigilance detected property worth Rs 1,14,08,486 of Rayagada ITDA Junior Engineer Manguli Charan Rout after allegations of disproportionate assets. During 2016, movable and immovable property in the tune of rupees seventy five lakhs of Forester Sri K Jeyraju were seized. The anti-corruption officials recovered assets of over Rs 1 crore from the possession of Ashok Kumar Patra, pharmacist of Narayanpur sub-health centre under Kalyansinghpur block in Rayagada district during a raid on his office and residence during 2016. During 2017,  Vigilance sleuths conducted raids at Gunupur Excise Inspector Lalitmohan Mishra’s office and residence on allegation of amassing assets around rupees one crore disproportionate to his known sources of income. Again during fag end of 2017, a five-member Vigilance team conducted the raid at the Raniguda residence of Sri Gadadhar Sahoo, the then primary school teacher of Tarlabadi school and seized DA worth Rs 1 Cr from the spot. Raids on several properties of Adhikari Ashok Kumar Chatarjee, Regional officer of the Odisha State Pollution Control Board (OSPCB), Rayagada were made during 2017 and total of movable and immovable assets worth Rs 1,13,63,699 were detected in the name of Chatarjee and his family members. 

“Of late during last two to three years, Rayagada has become the hub of corruption by govt officials at the lower hierarchy. The graft charges against the horticulture and watershed deptt of Rayagada have been pointed out by none other than the local MLA Sri Lal Bihari Himirika and Sri N Bhaskar Rao, MP, Rajya Sabha. There was a hue and cry about this by the past and present Ministers in Odisha Legislative assembly. This is just tips of the ice-berg as avalanche of corruption go unnoticed. In spite of observance of vigilance awareness weeks every year by the department, the corruption is on the rise. The corrupted officials care a damn for these raids due to several loopholes in the law and lack of strict monitoring by the departmental higher ups. In fact, the benefactors corruption are in all levels of bureaucracy and their political masters. Nevertheless, anti-corruption wing of the Govt is a hope in the ocean of graft”, said Sri Rabindra Patakhandal, Convenor of Suchana Adhikar Manch.

Jagatsinghpur,19/09/18:Business hero Mahimananda Mishra today surrendered before the Judicial Magistrate First Class (JMFC) court in Kujang in connection with Mahendra Swain murder case. 

Mishra surrendered before the Court after the Supreme Court yesterday rejected the bail granted to him by the Orissa High Court. The Apex Court had also ordered to take him into custody. 

Mishra, who is the founder and managing director of Odisha Stevedores Limited (OSL), a stevedore giant of the country, was arrested from Thailand for allegedly masterminding the murder of Swain, a top executive of Hyderabad-based stevedoring company Seaways Shipping and Logistics Limited (SSLL), on October 26, 2016 in Paradip. 

Earlier on July 16 this year, the Orissa High Court had granted conditional bail to Mishra in Press Chowk bomb hurling and Paradip Tarinigada firing cases.

The bail was given on condition that Mahima would submit two sureties of Rs 1 lakh each.

 Berhampur,19/09/18:Body of a HDFC Bank agent, who was allegedly murdered by a doctor over a love triangle and the key Queen none other than a staff nurse. 

Exactly after 30days Berhampur Police foil the entire episode in a Press meet today at Berhampur Police District Head quarter by Mr Pinak Mishra, SP, Berhampur. 

Suspected Doctor Hrushikesh Tripathy who absconded for long time by throwing sand powder on Police eyes was arrested by the special police team said SP. 

 While briefing to scribes Pinak,SP,Berhampur said, The deceased BIshnu Prasad Gouda of Village,Gania,Khalikote,Ganjam was working as a collection agent in HDFC Bank. He had married one Ms Narmada Gouda at the age of 15 and a resident of  Khallikote.He had love affairs with one Ms Mamatamayee Behera village Bounsia under the Police limit of Kabisurya Nagar in Ganjam. 

Earlier Mamatamayee Behera was working as a nurse at Bansadhara Clinic Berhampur last 10 years. She has been working as nurse at Gayatri Clinic, New Bus Stand Berhampur owned by Dr Hrushikesh Tripathy who presently working as Surgery specialist in the  Sub Divisional Hospital,Chatrapur Ganjam. 

Elaborating to case history Mishra said, Bishnu and Mamatamayee were in live-in-relationship prior to the marriage of Bishnu and it was still continuing. Other side about 9 month Dr Tripathy developed his own attraction in term of love relationship with Ms Mamatamayee and could came to know that Mamatamayee is hiding her love relationship with Bishnu. Dr Tripathy insisted Ms Mamatamayee Behera to cut-Off the relationship with Bishnu also approached Smt Narmada Gouda the wife of Bishnu and her father to expose the relationship between Ms Mamata and Bishnu so that the relationship will be cracked permanently being possessive and fanatical with the relationship with Ms.Mamata. 

Dr Tripathy wanted to keep intimacy with Bishnu though Ms Mamata so that he can design a smooth killing of Bishnu to remove him permanently from the life of Ms Mamatamayee. As per the sketch developed by Dr Tripathy on 18th August informed Ganga Behera to come on 19th at morning hour for some work at House and also invited deceased Bishnu to come in the Morning to his House. 

Before arrival of Bishnu Dr Tripathy had switched Off the CCTV and took Bishnu to his residence and offered a Cup of tea there after took him to the top floor of his house where there is a terrace and single room. 

As Dr Tripathy had earlier convinced the Bishnu for taking injection for de-addiction gave sedative injection on his vein resulting Bishnu fell down from the sofa and the Doctor as per the previous planning cut the saphenous vein near ankle joint and drain out the blood. There after he cut the Head from the neck point by using surgery blade and then cut both the legs from the pelvis. He packed the trunk in polythene and another packing containing both the leg and head (!). 

After committing heinous misdeed Dr Tripathy deputed Ganga Behera to purchase nylon rope from Market for final packing with he and Ganga Behera dig on the terrace. 

After killing Dr Tripathy called the Ex Driver Santanu Patra and asked for his help who denied and went out. Then about 2 PM Dr Tripathy along with Ganga Behera loaded the trunk and limbs of deceased Bishnu in his Honda City (Red ) bearing Regn No- OR-07W-0909 and left to the spot Badagumula Village and dumped the packets in one of the waste pits which is designated for his nursing Home as waste Pit keeping the concrete lead over the pit. 

On the same day he called his servant Bidhan Sethy from his village Sidhapur who arrived Berhampur at 9 PM and on 20th August,2018 at about 7 AM  Dr Tripathy took Bidhan on his bullet two wheeler to the spot and showed him the pit directing to seal earth on the pit to disappear the evidence. Again on the same day about 10.30 AM took Bidhan in his Maruti Celerio Car near the spot and dropped him with spade, crow bar and basin. After filling earth on the pit Bidhan return back. 

Basing on the above evidence Dr Hrushikesh Tripathy was arrested 17th Sept at 5.30 AM and while in police custody he confessed his guilt in presence of witnesses to her committed murder, packed, transpoted and disposed of the body with the help of accused Ganga Behera and Bidhan Sethy and led the police and witnesses to give recovery of the seized article kept concealed inside the Bamboo bushes near the spot. Accused Bidhan was arrested on 17th by Cops at 6.30 AM.  

SP,Berhampur,Pinak Mishra complimented DIG (SR),Asish Singh for his time to time guidance  and congratulated the officers Santanu Dash,ASP,Prabhat Routray,ASP,JK Patnaik,IIC,BN Pur,Suresh Tripathy,IIC,B Bazar and IIC,G.Nuagaon KM Sethy those took active participation to exposed such heinous crime in city.

Rourkela,16/09/18:India is ashamed of rape cases now happening everywhere. It seems no justice prevails and administration has gone into sleeping mode. The most horrible rape case has happened in Rewari, Haryana. The Govt. has been strongly criticized by the media houses and the people at large for the inaction.  Govt. of Haryana has stepped in after a strong criticism and speedify their search for the three accused one of them who is a soldier. Even Rs. 1 lakh cash award was also announced on them for arrest. This afternoon one of the accused connected to this case has been arrested by the police as confirmed by the media sources but the ain accused is still at large. The gruesome act had undertaken five days back when a 19 year old woman was returning from a coaching centre was kidnapped forcibly and drugged her by the accused to satisfy their evil desire. They took her to a lonely place and raped her by three men and then after conforming that she is in critical condition they abandoned her in a lonely place in the town. Even one of the accused had called the parent and informed them that her daughter is lying unconscious near bus stand. The victim was a scholar and had topped the board exam in Haryana. Soon she was taken to a hospital by her parents and was under treatment and now she is fighting for a recovery after sustaining grave injuries by the accused. Govt. has transferred the SP of Rewari, Rajesh Duggal by replacing Rahul Sharma as new SP. Police has also released photos of three accused and they are Manish, Nishu and Pankaj. Now the family members of the victim have urged the hospital authorities to transfer the victim to AIIMS for specialized treatment. Govt. has assured for all possible support for the treatment of the rape victim. Leaders from the Congress and other parties excluding BJP have condemned the incident and the Govt. for their inaction on time. Now the common people in this country is in stress and suspects whether good governance can be delivered by BJP in their respective states where they are ruling.

Keonjhar,15/09/18:In a major crackdown on anti socials, Barbil police of Keonjhar district foiled a gang war by arresting nine dreaded criminals of two gangs and seized huge cache of arms and ammunition from them on Saturday.

Police also seized four bikes, a four-wheeler, nine mobile phones, live bombs, arms and ammunition from their possessions.

According to JN Pankaj,SP,Keonjhar, Muzaffar gang of Jhumpura and Titu gang of Barbil had rivalry. On thursday two members of Mazafar gang had come to kill one Sunil Patra of Titu gang.After knowing this, members of Titu gang attacked the two, kidnapped them and demanded a ransom from their family members for their release.

Barbil  Police  informed that two police complaints in this regard was reported, following which a special team was formed to nab the accused.

During interrogation, arrested Muzaffar have admitted of taking a contract of Rs 10 lakh for eliminating Titu.Several cases including dacoity and murder have been pending against the nine arrested at various police stations.

The arrested were identified as MD Muzafar (30), Bikram Pradhan (29) of Jhumpura, while the members other gang were identified as Titu alias Sunil Patra (23), Kushal Kentha (28), Roshan Gupta (28), Muna patra (26), Shiba Patra (25), Yaspal Singh (27) and Uttacm Swain (26) all residents of Barbil.

Cuttack,14/09/18:Director General of Police (DGP) RP Sharma has instructed the superintendents of police (SPs) and deputy commissioners of police (DCPs) to remain very careful and alert during the festival season in order to tackle difficult situations.

Sharma issued a set of instructions to all SPs and DCPs for smooth management of different events during the festival season.

In view of some provocative acts led to law and order situation in some parts of the state, Sharma asked the SPs to be very careful about provocations over animal sacrifice in the Sakti Pithas as well as playing of loud speakers at high decibels during idol immersion procession.

He also directed the SPs to give special attention in communally sensitive districts for smooth observation of the festival.

The DGP said that the RSS will observe its foundation Day on the day of Vijaya Dasami (19.10.2018) and Muharram will be observed in the state on 21.09.2018 coinciding with the immersion procession of Ganesh Puja and Vishwakarma Puja at some places. This may cause some kind of disturbance in some parts of the state and instructed the SPs to be careful and alert to tackle such difficult situations.

To prevent any untoward situations, DGP has asked the SPs to take following precautionary measures.

1) Special drive to be launched for execution of warrants, unearthing illegal fire arms, arrest of accused in pending investigation cases etc.

2) Antisocial/mischief mongers/communal fanatics be taken under preventive detention U/s 110 Cr.P.C. and also antisocials be bound down U/s 107 Cr.P.C. to prevent breach of peace in the locality.

3) Hard core antisocial/criminals be booked under NSA.

4) Raids to be conducted against illicit distillation and sale of liquor.

5) While granting license for Medhas and immersion procession strict conditions be put for proper regulation U/s 30 Police Act (Urban Police Act in Commissionerate) and Odisha Fire Works and Loud Speaker Act. All immersions should be held in a single day and adequate police arrangement be made.

6) Peace Committee may be formed involving leading members to resolve disputes, if any, at the earliest.

7) Guide lines issued by Hon’ble Apex Court regarding loud speakers should be strictly adhered to.

8) Brandishing of traditional weapons during various procession should be kept under sharp watch and there should be strict compliance to law.

9) Close watch should be kept on social media to prevent misuse of cyber space by miscreants to stoke communal passion by posting blasphemous and provocative materials. Such posts should be immediately blocked and all efforts also be made to prevent rumour mongering.

10) DIBs be sensitised to remain vigilant and communicate significant developments to control room/SP Headquarters and all concerned immediately. “There should be better intelligence collection and preparedness to dissipate any situation. There should not be any delay in responding to the situation and the SP should be available at spot whenever required. There should be promptness and the firmness in addressing the untoward situation” – added DGP Dr. Sharma.
