TRAILOKYA JENA,HAVILDAR, MAN OF LAKHS:HOUSE SEARCH BY VIGILANCE IN KENDRAPARA.

Cuttack,02/08/18:Basing on the allegations of acquisition of assets disproportionate to the known sources of income by  Trailokya Jena, APR Havildar, Police Reserve Office, Kendrapara, his (1) residential building at Odishao, Kendrapara, (2) house at native village, Srutipur, Kendrapara and  (3) house of relative at village Barahilo,Kendrapara were simultaneously searched today i.e. on 1.8.2018 by the Officers of Vigilance, Cuttack Division on the strength of Search Warrants issued by the Hon’ble Court of Special Judge, Vigilance, Cuttack. 

In course of search and inventory,Trailokya Jena, APR Havildar, Police Reserve Office, Kendrapara was found in possession of assets worth Rs.76,81,055/- (Rupees Seventy Six Lakhs Eighty One Thousand Fifty Five) including one double storied building at Odisho, Kendrapara, 4 nos. of plots at kendrapara and Srutipur, Bank deposits, LIC deposits, gold ornaments and costly household articles.  

During house search, the following movable and immovable assets have been so far unearthed from the possession of Sri Jena and his family members. 

The total assets of Sri Jena has been calculated as Rs.76,81,055/- (Rupees Seventy Six Lakhs Eighty One Thousand Fifty Five) so far. The enquiry is in progress.

Girl was abducted and raped by two youths in Rourkela

ROURKELA,31/07/18:Criminal activities in Rourkela has increased for last few months and today one complainant (a girl working in a company) had lodged a complaint about the rape she had undergone while returning home by two youths (one is an auto rickshaw driver). This happened on Saturday night when the girl was returning home, an auto rickshaw had given her a lift from sector-21 and took her to Durgapur hill near Timber colony and raped her for two days. Their intention was to keep her in captivity for some more days to thirst their sexual desire but luckily she managed to escape and reached her home. Then with her family members she had lodged a FIR in the Plant site police station. Getting FIR, police became active and did the necessary procedure and intensified their search to nab the rapist. It is high time now, incidents of nuisance have been happening and police is clueless in some cases. Police has to be strict on many antisocials been involved in illegal affairs and exemplary action has to be taken to maintain law and order situation.

EX-JOINT SECRETARY CONVICTED BY VIGILANCE COURT

CUTTACK,(30/07/18):The Hon’ble Special Judge, Special Court, Bhubaneswar convicted Sri Prafulla Kumar Routray, (OAS, Retd.) Ex-Joint Secretary to Government, Transport Department, Odisha, Bhubaneswar  in connection with Bhubaneswar Vigilance P.S. Case No.7 dt.28.1.1998 U/s 13 (2) r/w 13 (1) (e) Prevention of Corruption Act, 1988  for possession of disproportionate assets to his known sources of income and sentenced him to undergo Rigorous Imprisonment for a period of 2 years and to pay fine of Rs.1,00,000/- (Rupees One Lakh), in default, to undergo Rigorous Imprisonment for further period of 6 months for the offence U/s 13 (2) r/w 13(1)(e) P.C. Act 1988.  

The gist of the case is that basing on a credible information regarding possession of disproportionate assets to his known sources of income by Sri Routray, his residential house along with the houses of his relatives were searched on 6.1.1998 and 8.1.1998 on the strength of search warrants and in this connection, an enquiry was taken up by the officers of Vigilance, Bhubaneswar Division. On completion of enquiry, the above noted case was registered. During investigation, as prima facie evidence was well made out, charge sheet was submitted against Sri Routray, for possession of disproportionate assets amounting to Rs.10,35,370/- (Rupees Ten Lakhs Thirty Five Thousand Three Hundred Seventy). 

F. Khan, Ex-Inspector of Police, Vigilance, Bhubaneswar Division had investigated the case and Sri Sunil Kumar Pati, Spl. P.P, Special Court, Bhubaneswar conducted the case on behalf of the prosecution.

Maoist Couple Surrenders In Malkangiri

Malkangiri,30/07/18:At a time when rebels are urging people to extended support to observe martrys’ week, a Maoist couple surrounded before Malkangiri superintendent of police on Sunday. 

The ultras identified as Mukesh and his wife Ratna decided to shun the path of violence and return to mainstream. Both carried a cash reward of Rs 4 lakh and Rs 1 lakh respectively. 

“Mukesh was a Maoist area committee member while his wife Ratna was a party member. Both of them have surrendered fearing operation by security forces in view of the recent inauguration of Gurupriya bridge,” said Malkangiri SP Jagmohan Meena. 

Meena informed that the couple was actively involved in over 40 Maoist violence incidents in Malkangiri and nearby-area. Moreover, the Maoist couple would be provided all assistance as per the rehabilitation scheme. 

“We decided to return to main stream fearing operation by police after the inauguration of the Gurupriya bridge. We had joined the rebels for the cause of people. Now we will continue to work for them in the society,” said Mukesh.

IPS,Satyajit Mohanty Appointed Twin City Police Commissioner

Bhubaneswar,28/09/18:In a major reshuffle in Odisha cadre IPS officers, Satyajit Mohanty has been made the new Commissioner of Twin City Commissionerate Police. 

The 1988 batch officer presently working as Additional Director General of Police (Provisioning) will replace 1990 batch IPS YB Khurania. The latter has been transferred as ADG (Provisioning). 

Notably, Mohanty becomes the fifth police commissioner of Commissionerate Police. 

Similarly, IGP (Special Armed Police) Sanjeeb Panda has been posted as Transport Commissioner. Besides, IG (Law and Order) Amitabh Thakur has been given additional responsibility of IG (SAP). 

In addition to this, five officers including IPS and OPS officers have also been transferred. They are SP (CB-CID) Pandit Rajesh Uttamrao, Bhadrak SP Battula Gangadhar, Kalahandi SP Madkar Sandeep Sampat, ASP Bonai Debi Prasad Das and Additional DCP in Commissionerate Police Sashi Bhusan Satpathy. While Uttamrao has been transferred as Bhadrak SP, Gangadhar as Kalahandi SP and Madkar as SP (CB-CID), Debi and Sashi have been made SP in-charge of Sonepur and Nayagarh districts.

CONVICTION RATE IN VIGILANCE CASES RISES TO 50%, PROSECUTION LIAISON OFFICERS (PLOs) TO BE ENGAGED FOR STRENGTHENING VIGILANCE PROSECUTION SYSTEM.

Cuttack,29/07/19:During the first 6 months of the year i.e. between January to June- 2018, 133 Vigilance cases were disposed off by the Vigilance Courts, out of which, 8 cases were abated due to death of the accused persons and 1 case was dropped. Out of the rest 124 cases, 62 cases ended in conviction against 11 Class-I Officers, 7 Class-II Officers, 46 Class-III employees, 1 Class-IV employee, 3 Other Public Servants and  8 Private persons.  Thus altogether, 76 accused persons were convicted during the above period. The percentage of conviction in respect of cases disposed off after trial by the Courts comes to 50%. As such, the rate of conviction has increased by 3% as against the annual conviction rate of 47% in the year 2016 & 2017. 

During this period, 17 Public Servants were dismissed from Govt. service following their conviction in 17 Vigilance cases, which included 1 Class-I Officer and 16 Class-III employees. 

 In order to further strengthen the Vigilance Prosecution System with a view to raise conviction rate further, State Government have created ten posts of Prosecution Liaison Officers (PLO) in Vigilance Organisation. They will be engaged in the Vigilance Courts and entrusted with the responsibility of managing and monitoring the work of prosecution in the Court of Law on a day to day basis. They will also ensure Court attendance of the prosecution witnesses in time and their proper briefing before deposing in the Court. Retired Vigilance/Police Officers in the rank of Inspector and above, having thorough knowledge of investigation and prosecution matters will be engaged as Prosecution Liaison Officers. Steps are being taken to engage the PLOs in various Vigilance Courts of the State shortly. 

It may be pertinent to mention that during January to June-2018, 204 Vigilance cases were registered against 286 persons including 25 Class-I officers, 23 Class-II officers, 154 Class-III employees, 9 Class-IV employees, 28 Other Public Servants and 47 private persons. Out of these cases, 36 cases were instituted for acquisition of disproportionate assets against 11 Class-I officers, 11 Class-II officers, 11 Class-III employees, 2 Class-IV employees, 1 Other Public Servant and 18 private persons. 99 Trap cases were instituted for demand and acceptance of bribe from the complainants during the period against 6 Class-I officers, 8 Class-II officers, 76 Class-III employees, 7 Class-IV employees and 5 Other Public Servants. 69 cases were instituted for misappropriation of Govt. money and other irregularities during the period against 8 Class-I officers, 4 Class-II officers, 67 Class-III employees, 22 Other Public Servants and 29 private persons.

Investigation was completed in 75 Vigilance cases and Charge Sheets were placed against 17 Class-I officers, 18 Class-II officers, 104 Class-III employees, 1 Class-IV employee, 2 Other Public Servants and 52 Private persons. 

During the period, 134 persons were arrested, which included 17 Class-I officers, 15 Class-II officers, 88 Class-III employees, 7 Class-IV employees, 5 Other Public Servants and 2 private persons for their involvement in Vigilance cases.The Quarterly Review Meeting attended by the Ss.P. of all Vigilance Divisions and officers of Vigilance Directorate as well as Public Prosecutors and Counsels of Vigilance Organization was held today on 28.7.2018 presided over by the Director, Vigilance. Detailed deliberations were made in the meeting on improving investigation and prosecution of Vigilance cases in order to achieve higher rate of conviction.   

 

COPS BUST GANG OF SNATCHERS, FOUR ARRESTED

Berhampur,27/08/18:A series of chain snatching cases have been registered at Berhampur Sadar,Gopalpur,Golonthara,Jarada and BN Pur police limit and one more case from Hinijli Police limit has been successfully detected by Sibashankar Mohapatra ,IIC,Sadar PS and staff with full recovery of robbed gold chains and silver ornaments. In connection Police arrested four accused person. 

K.Kedar Patra of Goulundi ,Sri Nagar, under BN Pur Police limit while travelling from their village on 05/07/18 around 4.4.5 PM attending from a social function the  miscreants identified as Siba Mohanty and Suraj Padhi attacked them from back side and snatched away one Gold necklace about 27 gms from the wife of Kedar Patra. 

On 25/06/18 at about 09:00 am while Tripati was going to sale silver ornament at village Lathi accused Amit Das and Santosh Patra came in a black colour Pulser and snatched away all the silver ornament about 2 Kg forcefully by assaulting him and fled from spot. The entire stolen silver ornament have recovered from Amit Das. 

One Sailendranarayana Rath of Vijay Bihar, Berhampur given a complain on 19/06/18 at Gopalpur PS time at about   5.40 PM while he along with his wife were returning to Berhampur from University Campus through village Mandiapalli on the way one motor cycle rider Siba Mohanty came and snatched away one Gold chain around 22 gms from the wife of Rath and fled. 

Interestingly the Gold chain was mortgaged at Manipuram Gold Loan, Berhampur by accused Siba Mohanty and the same was recovered by Cop. 

Another victim Mitrabinda Baxi of Jyorti Nagar, Berhampur under BN Pur PS on 25/4/18 at about 6 PM while the complaint was present in front of her house suddenly the accused person Siba Mohanty and Suraj Padhy came by a Bike and snatched away Gold chain about 25 gms. The lost ornament also recoverd. 

On dated.17/07/18 victim D Chiranjibi reported to Jarada PS while he along with his wife were proceeding to Ichhapuram from Samantiapalli Jn on the way near village T Berhampur suddenly two persons Amit Das and Jaya Pradhan came in a Pulser Bike and snatched away one Gold chain weighing 22 gms from the neck of his wife which has been recovered. 

While addressing to scribe today at his office Pinak Mishra SP,Brahmapur said, the organised gang of chain snatchers, believed to be members of an inter-State gang of looters, has spread panic in the city by various modus operandi to commit the crime. Surprisingly, the looters always target women. Berhampur police district given a hard task to all IICs’of all PS to be well alerted round the clock for better security,he said.

VIGILANCE PROBE ON SHOW OF UNDUE FAVOUR TO ACCUSED TITTO BY GOVT. OFFICIALS.

Cuttack,25/07/18:The State Vigilance has  initiated  an enquiry in order to find out the role, involvement  and connivance, if any, of Govt. officials in extending undue favour  to Titto @ Syed Usaman Ali  of Kendrapada district, who is an accused in large number of criminal cases , his family members and his associates in acquiring  sand sairats, land and petrol pump, vehicles and their permits etc. by abusing their official positions,  causing wrongful  loss to Govt. and wrongful gain to Titto, his family members and associates. The Vigilance Cell, Cuttack is conducting the enquiry.

During course of enquiry, the Vigilance, Cell will look into the liability of the Govt. officials of various departments on the above aspects under Prevention of Corruption Act. 1988 with other offences. 

In course of enquiry, today i.e. on 25.7.2018, six teams of Vigilance Cell Officers visited and verified records at  Municipality Office and two Tahasil offices in Kendrapada district and three RTO Offices at Kendrapada, Chandikhol and Cuttack. The Vigilance Officers visiting Municipality Office, Kendrapada have verified records relating to lease of land in favour of Benazir Bibi, W/o Titto @ Syed Usaman Ali for construction of approach road to the petrol pump. The teams visiting RTO Offices at Kendrapada, Chandikhol and Cuttack are verifying the details of the vehicles registered in the name of the company M/s Benazir Infrastructure Pvt. Ltd. and in the name of other associates of Titto @ Syed Usaman Ali. The Vigilance teams visiting Tahasil Offices at Derabish and Garadpur under Kendrapada district are  verifying  the  relevant files relating to sand sairats allotted in  favour of the associates of Titto @ Syed Usaman Ali. The relevant records, documents and information are under collection. The enquiry is in progress.
