Berhampur,11/10/19: The Superintendent of Police,Berhampur,Mr Pinak Mishra along with other senior police officials have visited a surprise round to Berhampur City Hospital and MKCG-MCH around noon to supervise the implementation of 5T campaign under “MO SARKAR”project. 

During his stay in campus Mr Pinak Mishra  collected feedback from patients as well from the attendants as well receive feedback on  public service delivery as part of the ‘Mo Sarkar’ initiative launched by Odisha government. 

Mishra personally interacted with patients ward to ward and discussed overall assessment on ground zero. 

The SP also directed officials to bar entry of brokers inside the hospital complex and it should not be come to my notice if at all strong action will be taken against the Brokers.(Dalalas). 

Mishra the SP told “my office received inelegancy input that brokers from private Nursing Homes; reputed Pathology Clinics camped at Hospital campus round the clock to divert the patients to their clinic. In context,”I shall not excuse to any if necessary the concern Nursing Homes and Costly Pathology clinics and may put under lock and key. 

 During his visit for a long time he has taken the overall assessment of the on-ground situation. 

Following a he made a wide discussion with CDMO and ADMO, it was decided to put up display boards in Odia “BE AWARE FROM BROKERS” in hospital premises. 

Notably day before Ganjam Collector Vijay Amruta Kulange who visited to the both Hospitals without any prior schedule also discussed the issues concerning the newly-constructed MCH building with health department officials. 

Among other senior officers BP Pati,SDPO (City) DSP,JK Patnaik and IIC BN Pur accompanied during his visit.

Rayagada,11/10/19: Never ever the visit to Rayagada of a senior bureaucrat was so glorified as in case of Sri V Karthikeyan Pandian, IAS, the man behind Chief Minister’s 5-T mantra. Upto the last minute, the scribes were also unaware of Pandian’s visit. It seems his move was kept top secret with necessary instruction to the district administration. Accompanied by Principal Advisor to State Govt Sri R Balakrishnan, IAS(Retd), National Health Mission Director Ms Shalini Pandit a almost all the district level senior officers including Collector, SP, ADM, PD-DRDA, CDMO, etc, Pandian, the most powerful bureaucrat having close proximity to the power corridor of CM Naveen Pattanaik and now Secretary to Chief Minister, Transformation and Initiatives (5T), made a surprise visit to the district headquarters hospital(DHH) on last Thursday to review “Mo Sarkar” initiative. 

During his visit the DHH was alert with last minute cleaning of the surroundings and the mega building. The staff attendance was 100%. There were still lapses like water oozing out from AC, lack of amenities for attendants of the patients, etc, which were noted out by Pandian and necessary instructions were issued to concerned authorities. Both Pandian and Pandit briefly interacted with patients and their attendants regarding the health facilities, behavior of health staff, related amenities, etc.  Lack of doctors and other medical staff alongwith health infrastructures in Kashipur was pointed out to him. Interestingly enough, though he had brief review with the district officials, he did not deliver any press briefings, may be to keep sanctity of the surprise visit.

“It is certainly a noble step by the Govt to monitor the service delivery mechanisms in DHH, RTO offices, where there is rampant corruption. Visit by super bureaucrats to these places confirms the extent of corruption and lack of facilities. This also opens up the pandora box of people’s woes and agonies at ground zero. Likewise, all the tehsil offices of the district need to be scrutinized where there are scores of irregularities. These visits must not be one shot and be done on a sustained basis or else it will have boomerang effect by denigration of 5Ts”, said Sri Pradip Das, a Senior Advocate of the district.

Berhampur:Ganjam Collector Vijay Amruta Kulange Wednesday paid a surprise visit to the district headquarters hospital (DHH) and City Hospital in Berhampur to take stock of the implementation progress of state government's 'Mo Sarkar' (My Government) initiative. 

Kulange also enquired about the health condition of the people admitted to these hospitals during the visit. 

The collector expressed displeasure over the service quality at the DHH since some of the doctors here prescribed medicines that are not available in the Niramaya store. The patients here are indirectly forced to buy it from outside stores. 

Kulange advised the patients to avoid agents and middlemen in the hospital premises. He also suggested the hospital authorities to take action against such persons. Besides, he urged the doctors to focus on patients who come from distant places for checkups and write them free 'Niramaya scheme' medicines in every possible case. 

The collector then reached City Hospital at about noon and emphasised on opening up of more drug distribution centres and pathology testing centres in the medical college and hospital. Further, the collector interacted with the patients pertaining to the issues they face at the hospital and the quality of services offered there. 

It may be mentioned here that in a bid to make governance more people-centric, the state government has launched the 'Mo Sarkar' initiative under which ministers would need to speak to citizens to seek feedback on the kind of response they get during their visits to police stations and hospitals.


Angul,11/10/19:Supporting the 'Safety Buddies' Initiative by Directorate of Factories & Boilers, Odisha, Jindal Steel & Power Limited (JSPL) organised safety awareness programme at Ganesh Sponge Private Limited, Angul under the Guidance of Asst. Director of Factories & Boiler, Angul Mr. Umakant Samantray. 

Safety Experts from JSPL Mr. Ravi Kant Somani (Corporate Head -Occupational Health & Safety), Mr. Navin Gautam (GM - Safety) and Mr. David Samantray (AGM - Fire & Safety) visited the local Factory and shared different methods and techniques of industrial safety. Workers, officers and managers of Ganesh Sponge participated in the programme. 

Mr. Ravi Kant Somani shared his vast experience among the employees of Ganesh Sponge and explained about various safety practices. Mr. Samantray explained section wise hazards and risks involved in sponge iron manufacturing and also shared control measure to be implemented for preventing such accidents. 

Mr. Ashok Kumar Singh (Whole Time Director) of Ganesh Sponge thanked the Safety Buddies Team for conducting such a useful program. He also promised to implement the learning with an immediate effect. 

Safety Buddies initiative is a part of the 'Strategy and Road Map for reduction of Industrial Accidents in the State', implemented by Directorate of Factories and Boilers, Odisha. Under this programme, which is facilitated by Zonal Assistant Director of Factories and Boilers, those factories employing 500 or more workers and having reasonably good safety infrastructures would adopt a group of small factories in the vicinity and play the role of Safety Buddies. The big factories would be mentoring the small factories by involving them in training programs, mock drills and first aid programs. 

Taking this initiative of Government of Odisha forward, JSPL's Angul unit has been maintaining safety awareness in smaller factories in local areas. In the September, JSPL also organised similar safety awareness program at M/S Amritesh Industries Pvt. Limited (AIPL) under the Guidance of Asst. Director of Factories & Boiler, Angul.

Besides Rayagada other blocks of Gajapati also not escaped from such tilted jaws of Dragon like Titli.That even thundered State Administration where ex-Collector of Gajapati & RDC of western division DVSwamy,ex-Sub-Collector of Paralakhemundi & SRC Bishnupada Sethy ,Chief Secretary Aditya Prasad Padhi & other line department Secretaries visited Gajapati & viewed those damaged villages where communication totally drowned even road communication also hampered by landslides. 

This indeed a torrid Mission where ODRAF Team & all supported team of Electricity had their long tent to cover all repair work of road communication by clearing broken trees & landslide affected blockade roads.This was really a difficult task for whole team even those line department staff of ICDS,Health to distribute halogen tablets in those ransacked areas & even not the least die-hard efforts by NGOs to transport those carrying Mothers safely to nearest health centres for safe deliveries. 

Besides that time to time Health Camp,Awareness Camp by Medical Team in those inaccesable areas also praiseworthy thing.For safe passage Control Room round the clock opened at Collectorate where under the steward Leadership of Mr.Saha time to time reviewed every access & control of relief distribution & other supported services.With calm & discipline he managed whole plight of natural calamities that hardly seen in the annals of Gajapati.Till now restoration of housing,electricity services to interior villages & other amicable services are under control of block officials & further monitoring going on by District Administration.So rampant was deadly Titli that still in those minds of those worst sufferers who lost all livelihood assets which made them statusquo to regain lost ones to make captive on their livelihoods.Even state govt showed empathy for those Orphan Children who lost their Parents in last Titli to join in various Residential Institutions & their families got handful 10 lakhs amount each to revive their livelihood. Even asset building of lost agriculture & horticulture farms also mitigated by supply of quality seeds taken over by Administration too.Polarized as best convergence Administration also chalked out their challenges through interactive with PRI Members too.Regular interface with community & line departments also supporting services by NGOs could bring normalcy of drudged cyclone.Centuries together Mr Anupam Saha Collector Gajapati & his Team Work will be remembered for his astute dedication & Commitment indeed commendable.

According to reports, a team of town police, acting on a tip off, conducted raids in a house at Bhimaraopetta and found 15 miscreants engaged with gambling. The cops soon arrested the miscreants and seized huge cash amount of Rs 768710/-. 

Police have taken many efforts to stop miscreants from doing misdeeds and disruptions, according to SDPO,Mr Pati. 

The raid was conducted at Bhimaraopeta by IIC,Mr Suresh Tripathy Town PS and staff From spot they seized104 nos of playing cards, plastic mat ,16 no of mobiles,5 no of motor cycles and 15 persons have been apprehended. They will be forwarded to court said by,SDPO Berhampur.

Rayagada,10/10/19:It is almost 10 PM on the eve of Dasahara. Dr. Sarvana Vivek M, IPS, SP, Rayagada calls a press meet. At the first instance, this correspondent thought of lackadaisical attitude of a top cop at late night; but like a book cannot be judged by its cover, the myth carried by many of the correspondents including this about Sarvana got exploded when they came to realise the fact. Yes Sarvana is ever alert and worried about a law and order situation in the district. Reason: Communal disharmony. Hatred got spread through a viral video posting in social media by a few youths led by Sri Agasti Garada from Panchali village of Kashipur block. The video depicted burning of photographs of Hindu deities terming them to have reached expiry date. Those youths shouted slogans Jai Bhim and were seen worshipping a photograph of Dr B R Ambedkar at the same spot where Hindu deity photos were set ablazed using kerosene and dried twigs. Getting a tip off from a complainant, Sarvana called a press conference in his office and requested the scribes to spread a message through different media including social media not to forward this video, which might provoke communal disharmony. The culprit Garada was arrested and forwarded to court. And the matter ended there.

“The culprit neither understands the ethics of Dr Baba Saheb Ambedkar nor the spiritual and religious essence behind deity worship by Hindus. Ambedkar was an epitome of secular values and an adorer of mutual respect. It was an emotional upsurge of a perverted mindset to disrespect Ambedkar through this heinous act. It could be the projection need of that person having a vested interest.SP has taken a right decision at a right time to contain the hatred”, said Bidulata Huika, a tribal woman leader of this region.

As a part of Mo Sarkar and 5Ts promulgated by the state Govt, Sarvana has personally inspected the local RTO office, which seemed infested with a number of brokers, and interacted with the clients of their woes and difficulties. A few brokers along with a clerk having nexus with the brokers got arrested after his intervention. He has barged into the scores of patients and their attendants at the District Headquarters Hospital(DHH) and had a dialogue with the patients and the medical staff as well. Fortunately enough he is a medical doctor, body builder and a sportsperson. As a health conscious person, this has helped him to know their problems at feeling level. So in a professional way, suggestions were given by him to maintain   quality standards in the DHH.

“Schemes will crop up during regimes of various governments and may be forgotten with passage of time. But using these opportunities as means to people’s end by bureaucrats like Sarvana will certainly go a long way. Sarvana seems to be the most befitting person to grab these opportunities to behave pro-poor and pro-people”, opined Sri Gobinda Rath, a renowned educationist and entrepreneur of Rayagada.

Sarvana does not wait for his driver to come if it is an emergency. He drives on his own to reach the spot for delivering the service. State has decentralised the grievance redressal mechanism from district level to block and GP level. After the grievances are heard and disposed, he does not mind posing a photo among the grievance seekers. And may be, this is first time happening in this district that Sarvana, as grievance redresser, does dare and care to go inside the affected public. He has become the face of public-police interface in the district.

Bhawanipatna: Secretary of Transformation and Initiatives (5T), VK Pandian visited Nuapada, Rayagada and Kalahandi districts to take stock of healthcare facilities in both the districts. 

National Rural Health Mission (NRHM) director Shalini Pandit and Chief Minister’s Office (CMO) Chief Adviser R. Balakrishnan also accompanied Pandian. 

During his visit, Pandian interacted with patients to assess the healthcare facilities provided at the hospitals. The senior bureaucrat also visited the Regional Transport Office (RTO) in Kalahandi to take stock of facilities provided to citizens. 

Earlier on Wednesday Pandian has visited three districts of Malkangiri, Koraput and Nabarangpur districts to review healthcare facilities and infrastructures in state-run hospitals.  




Talcher,10/10/19:NTPC Talcher Kaniha launched the follow-up program to Girl Empowerment Mission (GEM) from October 7-13 2019. 

The week long program for 108 school girls living in the peripheral villages has been designed for all round development of the girl children .The curriculum included activities such as yoga, dance, sports and academics. 

Participants are geared up for the workshop with memories still fresh of the summer workshop, which they have undertaken this year. Upon interaction, students seemed happy and eager to be back after the summer program. 

Girls spoke about their experience and the variety of activities that are planned during the workshop. Participants shared experiences of the NTPC campus and its facilities, which made them, learn with fun and interact with teachers in the classroom, which is quite different from their normal school environment. 

Yoga sessions and classes on gender equality, varied mixes of sessions have been created to ensure that their overall personality development takes place.
