New Delhi:There are crossings in Delhi (like one in Delhi Cantonment area) where timer for one of the directions was set for just five seconds for green light. In such a short span, maximum one car can cross the traffic-light in green signal with the next one automatically jumping zebra-line (Stop-Line) with traffic-light suddenly turning red. This is certainly a case of unavoidable violation of traffic-rule regarding crossing zebra-line with car-driver fined heavily for absolutely no fault of his.
There are usual instances when either timers or any of the three lights (red, orange or green) or all of them at traffic-signals are not working. Rule should be that no challans be done on any crossing where any of the traffic-lights or timer is not working.
If extra-ordinary high traffic-fines are practical remedy to curb traffic-violations and road-accidents, then still better option is to have death-penalty in severe most cases of repeat traffic-violations. System will generate even more fear-psychology to the extent that people may leave using cars, which in turn not only decongest roads and parking-sites, but will also prevent deaths due to road-accidents. There will be very few or even nil cases of any such death-penalty because of minds in fear than saving lives from road-accidents.
