Sundargarh,12/11/19:Indicating serious lapses in appointment of doctors in Government-run hospitals, an alleged fake doctor was found to be engaged at Nuagaon Primary Health Centre (PHC) in Sundergarh district for around three years.
The incident came to light after a group of people of Nuagaon sought the intervention of Sundergarh Chief District Medical Officer (CDMO) and Public Health Officer (PHO) in this connection after obtaining personal documents of the ‘fake’ doctor identified as Padmanavan Mukhi Karwa through Right To Information (RTI).
As per reports, Padmanavan was appointed at Nuagaon PHC as a medical officer (MO) in August 2016 a few days before retirement of the then Sundergarh CDMO Sashibhusan Nayak. As per his certificates submitted during his appointment, Padmanavan, a native of Jharkhand, completed MBBS in VSS Medical College, Burla in 2002. Prior to his appointment at Nuagaon PHC, he was working with Hi Tech Medical College and Hospital in Rourkela and Railway Hospital in Bondamunda by ‘furnishing’ forged documents. However, he absconded from both the hospitals after the authorities started inquiring his background suspecting his activities.
Moreover, Padmanavan did his under-graduation from VIMSAR whereas his medical registration was allegedly found in Bihar Medical Council, Patna. Besides, he has passed matriculation in supplementary exam with Third Division at the age of 19 and ISC with the same grade.
The hospital staff grew suspicious for his poor understanding of medical terminology and general medical terms.
“Interestingly, the suspect does not event know the doses of medicines and medical terms of diseases. He misspelt different body parts like ‘rist’ joint instead of ‘wrist’. Moreover, some differences have been noticed in the emblem of Sambalpur University on the top of his MBBS certificate,” said a complainant in the letter.
Alleging fraud, the activists approached the Sundergarh CDMO and PHO to verify the credibility of his certificates. They also submitted the letter to the district Collector and Sambalpur Vigilance SP seeking necessary action in this direction.

“LAW SAYS THAT HELMETS ARE COMPULSORY”, Pinak Mishra,SP
Berhampur,05/11/19:During Oct,19 the Odisha government relaxed implementation of the new traffic rules for three months people those are not having proper documents but not for Helmet for two wheeler riders.
Keeping in view the rising public resentment in state capital the state over the provision of hefty fines in the Motor Vehicles (Amendment) Act, 2019.In connection Odisha The chief minister Naveen Patnaik has directed the enforcement agencies not to aggressively go on an overdrive but rather counsel and handhold the public to facilitate compliance with the amended provisions of MV Act.
Changes in society are not brought about simply by enacting laws.As society changes faster than law and the law often has to catch up. The state government should have started implementing this new law after considering the mindset of the genuine public.
The day of implementation rapid awareness programme being organised by different organisation in Berhampur city even the Media persons of Berhampur organised a rally in city to create awareness among public, school and college going students.
Inspite of all effort People neither value their own life nor that of the others. Most of the people who die in road traffic accidents while riding two wheelers are those who vehemently neglected to wear a helmet. With their mindset that Chief Minister has relaxed for three months (!) But they forgets its meant only those have not valid papers only to regularise not Helmet at all.
The city people are so arrogant and with their careless mindset they only knew that Chief Minister has announced. If we take this granted in case of head injury in any accident (!) Who will come for assistance which they forgets (?).
Helmets are considered uncomfortable. Those who started riding motorcycles as teenagers feel that helmet use is something “artificial” and “alien” to their riding experience. It is often cited that helmets mess up one’s hair and especially, may not fit properly over women’s hairstyles. It is obvious many of us choose “hairstyle” over “helmet.” That’s why it is important to make young minds understand the importance of safe riding through school education.
In today’s scenario, speed has become a style statement in Berhampur town. Even car owners prefer to drive racing and luxury bikes on the road. This fashion has resulted in heavy casualties in road accidents. You can apply your driving skills but cannot control the reckless driving of others. Moreover, the break is a single point mechanism of control. A bike becomes uncontrollable in case of the bursting of tires or non-alignment of wheels. Under such circumstances, a helmet is the only lifesaver. An author told.
One Neurosurgery professor said to Odishabarta, you will find maximum patients have suffered the head injury. In case of head injury, the maximum possibility of losing the memory is there and chances of survival are very rare. This all happens because of not wearing the helmet. The question is “What stops people to wear the helmet,” while it is safe & cool to wear.
In a discussion with SP, Berhampur Mr Pinak Mishra regarding the law in this context he said, the law says that helmets are compulsory, and that one should not drive a two-wheeler without a helmet.
Carrying helmet in hand does not come within the definition of wearing. In some states pillion passenger is also required to wear helmet. As per the guidelines from the Supreme Court of India, Dealer have to sell helmets along with their two wheelers. Mishra added.
