SANITION CANDITION OF DRAINS & ROADS IN GANDHINAGAR AREA ARE WORSE THAN HELL EVEN AFTER ONE MONTH OF THE COMPLAINT THE DELHI BASED FIRM FAIL TO MAKE TWO STREET LIGHT POINTS FUNCTIONAL .

PRIVATE FIRM “NEEV ENERGY” CITES WITHOLD RS.1.5 CRORE BY THE UD DEPT TO BE REASON FOR DELAY IN WORK

BRAHMAPUR/9th/05/19:The President of the Gandhinagar Senior Citizen’s Forum and social worker Prof. K.C.Panda demanded immediate climb-down of Privatization of Sanitation and Street light maintenance work of the city by the Berhampur Municipal Corporation (BMC). Most of the private agencies to which the sanitation and electrical maintenance work of the city has been given are openly cheating the denizens and looting crores of rupees from the public exchequer without any service and  no one being  made accountable. He demanded stringent action against the firm as well as the BMC administration for paying deaf years to tax payers’ demand.

Citing examples of poor and superfluous sanitation work of the city in general and Gandhinagar in particular which is most regretful ever the tax payers have witnessed. The BMC Commissioner and Health Officer never move beyond their AC chambers, he alleged. Similarly, the citizens those who are violating BMC norms are given free hand at the cost public sufferings. The condition of roads and drains of most part of the city in general and Gandhinagar area in particular  are packed with solid wastes, soils, garbage to which the BMC and the District administration have  paid deaf years. The debris and construction materials are being dumped on the drains as well as on the public road covering 50% of the space which surprisingly goes unnoticed by the BMC in spite of repeated reminders. The contractors pay attention to the main roads just for an eye wash and to appease the BMC authorities, where as the interior lanes/streets of the city in general and the Gandhinagar area in particular goes unattended. Even some denizens have used public road openly as cow shed in Gandhinagar causing inconvenience to the public and helping to breed mosquitoes. Several representations, telephone calls, complaints to the BMC remain unheeded apparently owning to their nexus with the contractors and BMC is keener to appease the law breakers. In spite of the media reports and repeated complaints, neither the BMC Commissioner nor the Health Officer has ever visited the site to address the public grievances nor met the Complainants ever. Some local public, mostly senior citizens, apprehending threat perceptions, do not dare to file complaints before the BMC knowing well that their demand will remain unheeded.

The local public taking advantage of vacant/open plots in posh localities dump garbage and other waste materials on such open plots polluting the entire environment and helping to breed mosquitoes in the area. In spite of the repeated complaints, the BMC do not dare to issue notice to the owners of those plots to put boundary walls for the reasons known to the BMC, Prof. Panda alleged. Computerization of public complaints in BMC office has become a farce, he alleged.

Similarly, the day to day electrical maintenance work of the area has grossly been deteriorated since the work has been given to   a Delhi-based private firm “Neev Energy”. Several street light points are currently defunct and never been checked. Once upon a time, the electrical section of the BMC which was functioning more effectively has been totally become defunct and citizen-hostile. Mention may be made that, a group of senior citizens led by Prof.Panda submitted a complaint to BMC (vide token No.G08089/19) on 12.4.19 with a request to rectify two street-light points of Gandhinagar 3rd Lane Extension (West) which are defunct since last three weeks. When our correspondent asked the concerned Electrical Engineer of the BMC, as to how long the work will take to make two street light points functional, the Engineer felt helpless and asked our Correspondent to meet Official in-charge of the private firm “Neev Energy” Mr. Aditya who is to execute the complaint. When our correspondent met the Project in-charge of the said private firm Mr. Aditya, he said that, no electrician is coming to office because they have not received their salary for last three months and advised our Correspondent to contact the Odisha Head of the firm Mr. Soumya. When our Correspondent talked to the Odisha Head Mr. Somya over telephone in order to ascertain the reason for delay in making the street lights functional, he replied that the Ministry of UD, Govt of Odisha has withhold the payment of around Rs. 1.5 crore for which we are not able to carry out our work promptly and assured our Correspondent to give one day more time to resolve the issue. Though three weeks elapsed, the street light points of Gandhinagar 3rd Line (West) are yet to make functional. It may be mentioned that, due to non-functioning of two street light points, some anti socials are moving around the streets to take the advantage of the darkness and two minor accidents has taken place during last two weeks due to dark on the one hand and heap of construction materials dumped on the main road on the other, causing serious inconvenience to the local public who are mostly senior citizens.

According to information available, the State UD department represented by BMC entered in to an agreement with the Delhi-based firm “Neev Energy” since January 2018 for day to day electrical maintenance work initially for 7000 light points which was subsequently increased to 12000 light points without revision of payment. Due to some controversy and lack of specificity on the mode of work procedure and clarity in clauses, the UD department has reportedly withheld the payment to the firm for which the firm is not able to carry out the work, sources said.

Likewise, every day senior citizens go with a complaint to make their light points functional but there is no one to address their voice.  The senior citizens of the area have demanded that, the BMC administration be made accountable for such maintenance lapses of public interest. He demanded that owners who kept their plots in posh localities of the city without compound walls, those who dump construction materials and debris on the public road that remain un-lifted for months and those who use public road as their cow-shed should be imposed exemplary penalty so that they will not dare to repeat the same. He also made the elected representatives partly responsible for such chaos and their failure to put pressure on the BMC.

With Prime Minister Narendra Modi and the BJP launching a blistering attack, and his own party chief distancing itself from him, Congress leader Sam Pitroda on Friday swallowed his words over the 1984 riots – "Haan, hua toh hua [Yes, it happened, so what]".

PM Modi led from the front to slam the Congress and Pitroda. Addressing a rally in Haryana's Rohtak district, which goes to polls on Sunday, he said, "Their minds are filled with arrogance. Yesterday, this was described in just three words. Congress has been so insensitive, this was indicated in those three words. They were not uttered out of the blue. These words reflect the character, mentality and intent of the Congress. What were those three words? Hua toh Hua."

Modi then targeted Pitroda. "This senior leader is the closest aide of the Gandhi family. He is around them day and night..he is also their biggest confidante and was a friend of Rajiv Gandhi and now he is Rahul Gandhi's guru."

Pitroda said his statement was blown out of proportion and attributed the controversy to his poor Hindi. "I wanted to say move on. We have other issues to discuss as to what BJP government did and what it delivered...I wanted to say jo hua vo bura hua, I could not translate bura in my mind," Pitroda told a news agency.

Amid protests by Sikh groups in New Delhi, Congress president Rahul Gandhi too condemned Pitroda. "I think 1984 was a needless tragedy that caused tremendous pain. What Mr. Sam Pitroda has said is absolutely and completely out of line and is not appreciated. I will be communicating this to him directly. He must apologise for his comment," Gandhi wrote in a Facebook post.

Earlier in the day, Punjab Chief Minister Amarinder Singh too criticized Pitroda's statement. "I totally don't accept that statement. It is the duty of successive government to find out who was behind it and how the riots happened," he said.

During the day, the Delhi unit of the BJP took out a procession against Pitroda and demanded an apology from him. Finance Minister Arun Jaitley tweeted that it was a matter of disgrace that the party did not show any remorse and wondered if Rahul Gandhi would oust hus Guru for his remarks.

Along with Haryana, all of Punjab will vote on May 12.

New Delhi,10/05/19:Presently with Reserve Bank of India RBI and government-mints facing a unique problem of storage of coins and mints at times working in just one shift rather than usual three, still many vendors are continuing with faulty practice of giving candies, chocolates and other such unwanted items in place of balance coins. Many retailers have made it a practice to give candies and chocolates in place of coins even though they have sufficient coins in their cash-boxes. It is a noble way to earn extra profit through such forced sale of unwanted items devised in the days when coins were in scarcity.

Central Government should take steps to stop such anti-consumer tactics by making provision to impose fine on traders who give candies, chocolates and other unwanted items in place of balance coins to consumers. RBI should direct all private and public sector banks to ensure sufficient coin-bags of each denomination especially of rupees one and five at all their branches so that these may be available on demand to any one irrespective of being customer of the bank.

Production of coins of rupees two should be stopped by increasing production of one-rupee coins because it is quite often that one-rupee coin is not given back as balance of two-rupee coin because of one-rupee coin-bags not usually available. Coins should only be in denominations of rupees one and five.

44% Of Senior Citizens Are Treated Badly in Odisha,Sources.

BERHAMPUR:Respect for the elderly is supposed to be ingrained in Indian culture, but it may not be reflected in daily life, if the results of a countrywide survey released on the eve of World Elder Abuse Awareness Day are any indication.

At 44%, almost half the elders surveyed for a Help Age India study said they were treated badly in public, while at 53%, more than half said they believed that Indian society discriminates against elders.

Those above 60, living in the Garden City of India is not a walk in the park but a nightmare. In Bengaluru, 70% of elders said they had experienced abuse and mistreatment in public spaces.

“Police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure and maintain the respect of the public.” — Sir Robert Peel.

Sir Robert Peel said, “Police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure and maintain the respect of the public.”

As fundamental and elementary as this all sounds, I would suggest that some police leaders in this modern era may have lost sight of these basics.

More Peel wisdom: “The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it.”

Simply stated, it’s not what you say to the public about how good you are at policing. That is very important.

It’s what the public feels about the police based upon what they see every day. Whether we want to acknowledge this or not, perception is reality to the public. Here are ten behaviours that fuel negative police image which you as     a police leader can minimize or even eliminate.

10 THINGS THAT FUEL NEGATIVE POLICE IMAGE AMONG THE PUBLIC

Driving recklessly and/or unnecessary speeding in a police vehicle

Talking on a mobile device while driving a police vehicle

Texting while driving a police vehicle

Not wearing seat belts in a police vehicle

Parking the police vehicle in a no parking or handicap zone

Fueling the perception of special privilege

Accepting “police discounts”

Unsightly personal appearance

Non-uniform uniforms

Treating individuals disrespectfully no matter the situation

Maintaining the positive image of the police has always been a challenge since the days of the first known as a Police.

With the advent of social media, this challenge is augmented exponentially. At a moment’s notice, the misdeeds of one officer can go viral across the globe without any ability to mitigate or reconcile the damage of the Uniform, criticism  in public place, Group discussion etc...

What are the most common daily activities that a officers at Police Station level can use to   fuel a negative impression on Police image (?).

The Police should look to all citizens in a common manner.

The duty Constable at door end of the IIC at PS should behave with politeness to all visitors as per the rule under Police reformation act.

No Senior citizen should detained even for minute to meet the Officer by the constable  according to message of DGP,Odisha. A Visitor should feel when to a Police stations  the politeness as well cordiality from the Police.

But last couple of month in Berhapur city it’s observed something is lacking somewhere according to our field investigation in some police stations (?).

The concern officers at PS might be thinking those publics are visiting to Police Stations means all are Un-educated, misconduct persons or may be a complainant etc..Who fully depends on us or begging Justice(?).

But they should not forget it’s their duty and does   not mean that all visitors are obliged by them and forgetting to their rules which is to abide mandatory (?).

The Police Officer should remember where they all seating  to give justice to public and to discharge their responsibility within  the boundary  of the law.

Odisha Government adopted so many flexible act for the larger interest of the public “ How one can be very closure to Police and maintain a healthy relationship” So that  he or she can able to  establish a good friendly relation with Police.

Recent past SP, Berhampur conducted a cordial meeting to built a constructive relationship with Public and Press as because the people of the city are very gentle and especially Berhampur  Press People are very cooperative   which I never experienced in compares of my other Work Stations said, SP,Mr.Pinak Mishra.

Now it’s a big question in every one’s mind if everything is good than why this kind of discussions in city(!), FACT or FALSE (?). Where is the leakage (?) which to be found very seriously by Police District Administration only. Or should we underline it may be a conspiracy to defame the existing police administration (?).
