Bhubaneswar,17/06/19:17th June- The Draft New Education Policy 2019 includes some long-awaited shift in the education sector many of which were long-standing demands of the civil society and are highly welcome. However, there are some inclusions which needs to be reconsidered before it is finalized, told civil society leaders while discussing in a consultative workshop on Draft National Education Policy 2019, herein Bhubaneswar.

Sustainability Foundation, a state level non-profit organized this workshop in collaboration with National Coalition for Education to come out with key points of recommendations on the policy as the Ministry of Human Resource Development, Government of India is seeking inputs and suggestions on the Draft National Education Policy (NEP) 2019 from citizens by June 30.

“We welcome the policy as it talks about inclusion of both early childhood education and secondary education under RTE, doubling the budgetary allocation for education, strengthening decentralized mechanisms of teacher management and support and a possible come back of the no-detention policy which was scrapped by the BJP led NDA Government.

However, our demand on Common School System is long standing and justified. The Education Commission of India in its report in 1964-66 recommended the establishment of a Common School System for all children irrespective of their class, caste, religious or linguistic background. However, this has no place in the policy. Secondly, the policy specifically promotes private schools in the name of quality education whereas there is no evidence to prove that private schools deliver quality education. We hope that our feedbacks are taken into consideration for the better future of children ofour country,"said Mr Naba Kisore Pujari Chairman of Sustainability Foundation Policy exports on education from International NGOs and Odisha RTE Forum and members of grassroots level NGOs from 15 districts participated in the workshop and placed various loopholes of the policy based on the education rights of the children.

Dr Subhashree Das, Trustee Sustainability Foundation, Dr Prashant Kumar Acharya, Dr Smarita Pradhan, Secretary of Sikshasandhan Mr Anil Pradhan, Mr Santosh Kumar Patra, Educationist and Co-convener of Odisha RTE Forum Mr. Smruti Ranjan Jena, Principal of BJEM School Ms. Kshanika Das and many other prominent leaders from the Civil society attended the workshop.

The prepared points of recommendations which will be submitted to the Ministry of Human Resource Development, Government of India. 

KEY POINTS OF RECOMMENDATION ON DRAFT NATIONAL EDUCATION POLICY 2019 FROM CSOS: 

 Proper allotment of time slot should be provided for a brief explanatory review

 Role priorities of different committees should be clear

Some ambiguities between government and private bodies give space for common school system

 Inclusive Education:

Categories like child labour

Juvenile delinquencies

Orphan children and other needs to be included

No priority on unrepresentative groups in policy

 For inclusive educative a different curriculum pedagogy may be developed

 PTR norms to be redefined

Patternship with CSO’s is an welcoming idea which may be involved as per the specialization

Inclusive Education is more of a socio-personal issue. Hence mindset of people, beliefs and attitude need to be addressed.

Target to achieve inclusive education as mentioned in policy 2030 may be addressed urgently and immediately.

Extension of RTE downward and uopward is an welcoming idea but refining infrastructure, selection of teachers, teachers’ capability, teacher’s training may be specified in the plan of Action.

Need clarity on assessment of at Foundation state of learning

Clarity on merging process of preschool and school need to specify

Mother parents to be included in SMC along with Educationist with their role clarity

Mother tongue based multi lingual education to be must atleast upto middle stage

 Like English, Sanskrit may be introduce from middle level

Rural technology and traditional technology to be included from the very beginning of the education process

Digital learning may be used with availability of all supportive infrastructure and human capability

Subject wise teacher to be insured from middle state of education

 Education from Foundation stage to be planed for vocation

 Vocation education to start from secondary stage

Started since 5th September 2016 at Paralakhemundi where Nihar Ranjan Panda is the Pioneer of JOG.He with likeminded friends rejoined to support those vulnerable communities. A Techie who left comfort packages job & started JOG.His friends staying at USA & other abroad with Many such Samaritans are at his support. Mainly Physically Challenged who live alone, Widows who are deserted from family & such destitute are getting their monthly rations to maintain their food security. More than 150 such persons are the key beneficiaries. Despite handy support Mr.Panda goes on his Mission to reach at their treatment & other supports. Even their children who join in the schools are also regularly monitored on monthly rations distribution time. To eradicate their dire poverty he has a keen support to wipe their tears.His accreditation to feel their utmost respect in society a Great Blessings of Disguise. Even deceased among such categories are reached to complete formalities of last rites with the support of local Police.He with his friends more recently found such unclaimed deceased body & shouldered to graveyard to complete his last Rites with prior permission from Police.Mr.Panda is a figure at his blending youth never feel tired even enjoined as a platform to feed them from surplus foods of various feast on Marriage & other celebrations to distribute them to fill their cliff-hunger.

Their team immediately reached by a call at those post-celebrations to bring with their own transport for feeding such vulnerable sections.A great surprise where everybody seeks his or her self security of good living & career building but such philanthropic gesture of Mr.Panda & team is a Great applause & accolades.

Koraput,18/06/19:The Central University of Odisha organized a two days workshop on “Skill Development and Officer Management” for its non-teaching employees on 17-18 June 2019 at the conference hall of the Guest house, CUO campus, Sunabeda under the chairmanship of Prof. S.K. Palita, Hon’ble Vice-Chancellor I/c., CUO. Prof. Subhransu Shekhar Sarkar, Professor and Head, Dept. of Commerce, Tezpur University and Dr. Biren Das, Registrar, Tezpur University, Assam joined as the resources persons of the workshop. Prof. Asit Kumar Das, Registrar, CUO delivered the welcome address. 

Prof. Palita the Vice-Chancellor I/c. of the University expressed the importance of skill development and office management for non-teaching employee of the University in hisd inaugural address. He said “In a changing competitive world, India is emerging as a global leader. For this every institutions of India requires skilled manpower who can take the institution forward. For the growth and development of Central university of Orissa, non-teaching staff as an important stakeholders need to be skilled and efficien  for office management”.  

Prof. Sarkar highlighted the recent trend on functioning, policy making and funding in the central higher education system. He said “non-teaching employee of the University should have known the trends and accordingly they will act for the development of the University. He delivered three lectures in an interactive mode i.e. Good Governance for Academic Administration,   Ranking Process and different parameters for the University and Role of IQAC and its functioning in quality building. He also highlighted self governance including punctuation/discipline, participation, accountability, responsiveness, effectiveness and efficiency, office keeping and dignity of labor in his lectures. 

Two times Registrar of the Tezpur University, Dr. Biren Das shared some of the important information of his administrative experience for building the University. He said “non-teaching staff are the backbone of the University. They must be thorough about the rules, regulations, act and other provision to run the University. He also delivered two lectures on Academic Administration, Administrative Leadership in Higher Education and Official Communication. He highlighted methods to be followed for official procedure, requirement of skill, drafting and noting and behavioural skill in his lectures.  

Prof. A. K. Das the Registrar of the University emphasized the need of the special training on administration and skill development for the staff of the University in his welcome address. The workshop provided an opportunity to review and develop interpersonal and behavioural skills of the participants to maximize their effectiveness. 

Manas Kumar Das, Asst. Registrar and coordinator proposed the vote of thanks. The workshop was attended by 19 participants including K. Kosala Rao, Finance Officer K.V. Umamaheswar Rao, Joint Registrar; Dr. Phagunath Bhoi, Public Relations officer and all permanent non-teaching staff of the University. All participant are awarded with certificate by the guests.

Talcher,18/06/19:The 4 weeks long GIRLS EMPOWERMENT MISSION (GEM) programme of Talcher Thermal which was inaugurated on 20th May 2019 concluded  on 16th June 2019 with a colourful presentation by all participants from different schools and its periphery.

The program started with lighting of lamp by Chief General Manager Biswarup Basu. The cultural event was totally managed by the children which shows the success of the program in terms of building confidence among participants. Right from welcoming the guests to anchoring the program and spectacular performances one after another, all planned and executed by the children in front of their parents was a marvel to be seen. Around 500 parents of all children from the periphery villages of Talcher Thermal enjoyed the programmes with full satisfaction.

The Girl Empowerment Mission (GEM) program is a flagship CSR program of NTPC. Children in the age group of 10 to 12 years from class 6th of peripheral villages participated in the 4 week long GEM workshop at Talcher Thermal which was implemented by Barefoot College, Tilonia,Rajasthan. Among the various things children learned Yoga, Marshal Art, Health & Hygiene,Gender related issues, leadership quality, personality development along with subject studieson English, maths, art and culture of the nation as a whole.

Talcher,17/06/19:The owner of a ash brick factory  Ananta CharanSahu (40 )of Hariharpur under Talcher police limit  with his female laborer MenjariMunda (35) of Patatangara under Telkoi Police Limit were died due to severe electrocution with one underground live electric wire in the ash brick factory at Hariharpur , Talcher last evening. The incident took place in last evening , but nobody could know it as all the labourers had gone of Raja Celebration. Today early morning local people noticed both are lying dead on the spot. According to police Ananta was fixing one iron crow bar to ground to tie his pet dog. But the crowbar touched the underground electric cable and he got electrocuted, when the female labourer went for his rescue, she also got electrocuted and both died on the spot. A case registered at Talcher P S U D  FIR No. 21 and 22 / 2019. Post Mortom was being conducted at Talcher SDH.

Ganjam, (Beguniapada),15/06/19:The Beguniapada  police have seized 320 ltrs  of country-made liquor from village Lachhipur and in another instance 2500 ltrs Champei jungle near Chandanpur along  with a auto rickshaw on Sunday. 

Acting on a tip-off, the OIC Beguniapada under Kodola police limit in Ganjam stopped a auto -rickshaw and during checking, 320 ltrs of country-made liquor were recovered. However the driver of Aoto managed to escape from spot. 

In connection the irate public of the Sumandal handover the Mafia Sibaram Biswal to Officer in Charge Mr Dipti Ranjan Behera,Beguniapada. 

Cop arrested liquor Mafia Sibaram Biswal and forwarded to court in the mean while Beguniapada police arrested the fled auto driver.

Participant’s performance skid on gender sensitization and sharing experience through play steal the limelight 

Talcher,(Kanhia),17/06/19:The NTPC’s flagship CSR Girls Empowerment Mission (GEM) was conducted at NTPC Kaniha from May 20 to June 16, 2019 concluded today. 

The workshop meant for empowerment of girls.The workshop designed for 120 girl’s students between 10 to 12 years old selected from 13 village schools from neighbouring 34 villages of the power station. 

The concluding ceremony began with welcome address by P K Sahu,DGM(HR) which was followed by showcase of video on activities of GEM conducted. 

Participants of the workshop performed dances which included a group song on “Bande Utkal Janini” and multi-diversity cultural dance program from various states like West Bengal,Maharashtra ,Karnataka and Tamilnadu which provided a taste of multiple culture to the august audience. 

The children under the guidance of GEM faculties performed skid on “Gender inequality” and played a drama on their experiences during the workshop which got thunderous applaud from the audience present. 

Speaking on the occasion Shri Ramesh Babu V, Chief General Manager said” the workshop which started with an objective of “empowering girls” has met its expectations. It was a fulling experience to watch the students performing with such confidence. Children have learnt a lot through the curriculum which was designed to empower the girls in every possible way through physical and mental well-being. Students learned yoga, computer, leadership qualities and personal hygiene which has given an overall development of the children and personality development” 

On the occasion participants shared their experiences. The workshop has witnessed a phenomenal improvement among rural children. They look more confident which is a big take away from the workshop. 

This is not the end, a follow up workshop for one week for the participants will be organised during winter holidays of year 2019, which will determine effectiveness of the learning learnt during the workshop.
