Bhubaneswar:The third State-level committee meeting on railways security in Odisha was held at the DGP’s camp office here.

The meeting chaired by DGP R P Sharma deliberated on various aspects of safety and security of rail passengers in the State.

Installation of CCTV cameras and baggage scanners in all railway stations, sharing of information and proper coordination between RPF, GRP and local police, strict and proper implementation of standard operating procedures (SOP) in Maoist affected areas and enhancing of security for both passengers and rolling stock were among the major points discussed at the meeting.

“Third State-level security committee meeting chaired by the DGP was held today.  The main objective of this meeting was to ensure proper coordination between GRP and railways authorities for strengthening security and safety of passengers and railways property. Installation of CCTV cameras at major stations has already been discussed. Baggage scanners have been already installed in several stations. Arrangements are being made for installation of baggage scanners in some more stations,” informed Pranabindu Acharya, ADG Railways.

“They have a project to install CCTV cameras in every station. As of now CCTV cameras have been installed in about eight stations in Odisha. They have plans for installing CCTV cameras in other stations. Baggage scanners have been installed in Bhubaneswar, Cuttack and Puri,” said DGP R P Sharma to reporters after the meeting.

Among others Radha Krushna Sharma, IG (Intelligence) and several senior officials of the Railways attended the meeting.

Bhubaneswar: Odisha government today re-launched the “Sarbakhyama Yojana” to regularise unauthorised constructions and projects.

Housing & Urban Development Minister Niranjan Pujari announced the latest version of the scheme known as ‘Scheme for regularisation of Unauthorised Construction, 2018’ here today.

Under the scheme cleared under Planning & Building Standards Regulations, the unauthorised and illegal constructions can be regularised by paying a specific fee amount and furnishing the building plan copy along with the construction guidelines, the NOC including fire safety certificates to the development authorities.

In case of mega projects, it is mandatory for the builder to obtain infrastructure development NOC from the concerned municipal authorities. If the applicant wants to register his house under Zero Set Back, he needs to get NOC from his neighbour.

However, the application for regularisation of a plot with a size up to 300 square meter will be taken for consideration in case of non-availability of NOC from the neighbour, a press release from Housing & Urban Development department said today.

Similarly, the non-high rise residential building with a size up to 300 square meter with 100% ground coverage could be regularised by paying compounding fee even if there is difference in set back and parking. In case of residential house built in an area of 300 square meter and above with 75% ground coverage, the building could be regularised by relaxing set back and parking rules.

The government has completely relaxed stair well and veranda width size rules of the residential houses. But, few relaxations have been made in case of apartments and special buildings. The authorities have relaxed only 25% parking rules for multi-storey buildings.

It is inevitable to commission the water storage sump tank and roof top water tank as per the rules in the apartments and residential houses.

However, rules have been relaxed partially for the buildings constructed by the firms associated with healthcare services.

New Delhi:It refers to media-reports indicating of some proposal whereby petrol and diesel may be put under highest 28-percent GST slab with states authorised to put additional VAT or sales-tax etc. Vast difference in prices of petroleum products in different states is not proper, and rather it was regularly demanded even before implementation of GST that consensus amongst states may be achieved for uniform rate of VAT and other local taxes in all the states. 

GST regime must not be made more complicated by differentiating GST system for petroleum products. Same system of imposing cess together with highest 28-percent GST slab should be maintained for ensuring uniform prices of petroleum products throughout the country.

Cuttack: On the allegations of acquisition of assets disproportionate to the known sources of income by Sri Saroj Kumar Rath, Assistant Executive Engineer-Cum-SDO, RWSS, Padampur, Dist-Bargarh, his (1) residential Govt. Quarter located inside the campus of RWSS Office, Padampur, (2) house of relatives at Bijaya Nagar, Padampur, (3) Office chamber at Padampur and  (4) house of relatives at Burla, Sambalpur were simultaneously searched on 19.6.2018 by the Officers of Vigilance, Sambalpur Division on the strength of Search Warrants issued by the Hon’ble Court of Special Judge Vigilance, Sambalpur. 

In course of search and enquiry, Sri Saroj Kumar Rath was found in possession of assets disproportionate to the tune of Rs.1,61,40,329/- (Rupees One Crore Sixty One Lakhs Forty Thousand Three Hundred Twenty Nine) to his known sources of income. 

In this connection, Sambalpur Vigilance PS case No.47 dt.19.6.2018 U/s 13(2) r/w 13(1)(e) P.C. Act. 1988/109 IPC was registered against Sri Saroj Kumar Rath, Assistant Executive Engineer-Cum-SDO, RWSS, Padampur, Dist-Bargarh and his spouse for possession of huge disproportionate assets of more than One Crore which he could not account for.  

During course of investigation, Sri Rath has been arrested and forwarded to the Hon’ble Court of Special Judge, Vigilance, Sambalpur on 19.6.2018.  He has been remanded to Judicial Custody till2.7.2018.

Berhampur: Bodies of one women was recovered under mysterious conditions from Haladiapadara area under Golonthara police limit, Berhampur.In the incident, decomposed body of a woman was found at the Ralaba road under Haldiapadara area in Berhampur police district Tuesday morning. It is being suspected that body of the woman was dumped on the spot after being raped and subsequently murdered.

According to IIC,Dr Alok Jena, locals spotted the body in backyard of a ashram Tuesday morning. Team rushed to the spot and sent the body for post-mortem. Preliminary investigation suggested that woman died around three days back.

Today in a press meet SP Berhampur, Pinak Mishra told to scribe one lady dead body named Sanju Behera was found laying in a paddy field in the side of Ralaba road. She was a deserted (divorcee).From the dead body mark of the violence and assult mark is clearly visible and revealing as a case of murder and she was missing from  17.06.18.In connection Golonthara police registered a case   u/s.302 in the written by Ajit Kumar Behera the brother of deceased.

Pinak further said, the deceased  had affairs with one named Tuna Dakua of Kaukhata village under Sadar Poice station. Basing upon the mobile phones of the deceased found laying near the spot. The deceased selling fish at Gate Bazar, Berhampur and the accused Tuna Dakua a barber by profession and running his establishment at gate Bazar locality. They were known each other last four years and were in love in term. 

However, Tuna suspected on Sanju Behera activities that she had multiple affairs for which Tuna remained unmarried and expected some other sorts of reliability and faith (!). In spite of repeated appeal to deceased Tuna didn’t get any compromising mode, as a result he became revengeful while he saw many times Sanju with relationship with others for that there were fight between them several times. 

Ultimately aggrieved Tuna Dakua decided to wipe out the matter and invited Sanju to Ralaba road with a motive to kill him on 17.06.18. Both of them went to the spot by a Cycle. They collected some Beer bottles for drink. On spot there was hot exchange of words relating the multiple affairs. Suddenly the Tuna the accused broken the beer bottle and assaulted to her neck several times and she was dead. 

The accused Tuna also having some injuries during the killing and admitted at Berhampur City Hospital for treatment, he added. 

Police recovered broken Beer bottles the weapon of the offence, blood stained clothes, mobile phone of deceased. Today the accused shown the spot after arrest and confessed his guilt. Shown a demo of crime before the police. 

Despite various precautionary measure by Police to create awareness, there seems to be no let up in crime against women in Odisha.

Berhampur:More than 60 houses were gutted after a major fire broke out in a slum near Biju Patnaik Park near dhoba bandhaa in Berhampur Mahanagar on Tuesday. 

During the spot visit no causality was reported till the filing of this story. However, properties worth lakhs were reduced to ashes due to the fire. Two fire tenders were pressed into service to douse the flame. 

According to Mr Sanatana Mohapatra,AFO,the outbreak  of fire at Dhoba Bandha Huda   Basti first gate Berhampur  at time about 19.45Hrs on 19. 06. 2018 we have  received the call at 19.50hrs and reached spot within 10 minutes with two MFEs. Within fifteen minutes we controlled the fire but we took one hours and fifteen minutes to extinguished the fire completely. 

Total 16 fire service personnel, three vehicles and two pumps are utilised under direct supervision of AFO of Berhampur FS. Total 19 rooms of 12 No. Families affected and 5 rooms of 5 families affected due to fire but not directly the fire. No casualties in fire. More than thirty families are saved due to early and prompt fire fighting. Approximate property lost Rs 3, 25,000/- property saved Rs 8, 00, 000/- Cause of fire under investigation.  

Eyewitnesses said that a cooking gas cylinder kept in one of the house which is exploded and fire broke out, spreading to other houses in the slum. 

The slum dwellers demanded compensation from the local administration. Police have rushed to the spot to take stock of the situation.

ROURKELA:Sensational loot by dacoits in Indian Overseas Bank Branch at Madhusudan marg, near Railway Station, Rourkela challenged the police of Rourkela. This morning around 10 am when bank was just opened, few miscreants (7 to 8) entered the bank and covered up the area. Since it was just the opening time few customers were also present. They bluntly threatened and frightened every one inside the branch including customers and staffs. They initially beaten Jagannath Kurmi a cleaning staff then few miscreants walked to the cashier ,Mangaraj Jena and slapped him severely and also did the same with another staff seating to his next, Senior Manager, Bijay Kumar Aeind Then few among them entered the Branch Manager’s chamber and asked the branch manager, Sanjay kumar Jha to hand over the key of strong room, when he refused he got the same treatment they have done with other staffs, after assaulting him they took the key of Strong room and stolen cash worth of Rs.42lakhs. Then they stock all these cash in an Air bag. During this occurrence they made all the customers present in the bank and staffs to kneel down and to bow their head otherwise they will shoot them. These are tactics they have owned as if they have strongly followed a bank robbery scene in a movie. This operation went up to 30 minutes but nobody had dared to call anyone, even the bank staff could not press the alarm button. It could easily be ascertained how confidently they handled the situation. They were all talking in Hindi and even not covered up their faces. Before leaving, they pulled out the hard disk of cctv camera then flew from the spot. Though this branch is placed in a busy location but none could get any hint about this robbery. After all this happened Police was informed and the Police team with SP, Umashankar Dash and DIG, Kabita Jalan reached the area and took stock of the information about this sensational robbery. Two years back a robbery was happened in a branch of IIFL which is closely located to this branch of the bank, IOB. It is assumed that the miscreants could have been the same who had done this in IIFL but through investigation will reveal this soon. But police is now very serious and investigating the matter under SP, and two DSP, P K Mishra and DP Das. Upender Pradhan, IIC of Plant site police station is taking all information relating this matter and under initial operation, police has started sealing areas of movement to other locations i.e. bus stand, railway station and other border areas connecting to neighboring states. Police is now trying to see cctv cameras installed near the location to trace and identify these people. But more likely, whosoever has done this must have been connected to a professional gang.
