ESMA’S IMPLEMENTATION FOR PROHIBITION OF STRIKES

Talcher,16/05/19:Government Of Odisha ,Home (Special Section) Department has issued order under Odisha Essential Services (Maintenance) Act 1988  for prohibition of strikes. The order shall remain in force for a period of six months from the date of 16.05.2019.

The State Government stated in the aforesaid order that in the interest of Public, it is necessary to prohibit strikes in the MCL, Talcher area connected with production of Coal and its transportation and dispatch to companies like NTPC TSTPS , NTPC TTPS , NALCO, and other power plants and prohibit strikes in services connected with the generation and supply of  power.

This is necessary for the purpose of keeping peaceful industrial environment and maintaining continuity in generation and supply of power in the State and to prevent agitations, blockades and strikes by the workers and transportation in the Talcher Coal Field Areas.

IOB CUTOMERS UNHAPPY IN BERHAMPUR CITY(?).

Berhampur,16/06/19:Many customer of IOB Berhampur city  feels the lacking of better  customer services of   their  banking  services especially on  ATM services as well the SMS alert services. 

Last couple of days it seems the ATM system working at Sales Tax junction and other place in city which is laying without security guards, hanged air conditioner and pass book updates machine is out of order in some branches. Many of places in city the ATM screen appears “The system is Out of Service” (?).  

It pulled up the competition in banking business in city saying poor management of excessive delay in attending the services. 

Today in the  business   competition era of banking business in compare to other Nationalised Banks and Private sector Banks are ahead to IOB. 

However as they tied with some reputed clients like LIC of India and financed some big business community so, they “don’t care all about”, as the public says. 

Its alarming time if the top authority not warned against irregularities and  non-performing  of SMS alert to their valued customers in context, it may be named as  poor performing Bank of the city. 

“It appears senior officers from Regional office  are not reviewing these matters on regular basis and not taking timely remedial measures as required… This calls for urgent action on the part of all customers those running their account. 

“Even, today we are badly experienced with their SMS alert services by making any transaction either debit or credit from their respective account. 

Many of the existing customers collectively decide that we will not with IOB let that happen.”(?).

Dhenkanal,15/05/16:Post cyclone Fani, the entire coastal Odisha is denuded as tens of thousands of trees were uprooted. We need to bring back the greenery to save the environment.

As a small step towards that, Indian Institute of Mass Communication (IIMC), Dhenkanal has decided to present seeds, kernels and saplings to all guest faculty visiting the campus, trainees for short courses and our regular students- with a request to plant them and take care of them till they are grown up.

This initiative  began on 14 May by presenting a sapling to Mrs Jayanti Rath, Former Director, Doordarshan, Bhubaneswar who visited the campus as Guest Faculty to teach the trainees from Odisha State Open University. 

 

NAVEEN EXPRESSES HAPPINESS; PURI SRIMANDIR LIGHTS UP

Puri,15/05/19:Chief Minister Naveen Patnaik expressed happiness after Puri Srimandir lighted up following restoration of electricity services which was disrupted for 12 days since devastating Cyclone FANI hit the Odisha coast.

After reeling under darkness for long days, the Pilgrim town has once again came up with it glorious looks as the Shree Jagannath Temple started illuminating post-electricity restoration today. 

With the restoration of power service in the Puri Srimandir, the Bada Danda (Grand Road) also lit up paving the way of devotees with light.

SET UP INTERNATIONAL CENTRE FOR DISASTER MITIGATION & RECOVERY IN ODISHA: NAVEEN

Bhubaneswar,15/05/19: Chief Minister Naveen Patnaik today proposed the United Nations officials to set up an International Centre for Disaster Mitigation & Recovery in Odisha.

Speaking to the officials of the United Nations, World Bank and Asian Development Bank and other International organisations led by Department of Economic Affairs, Ministry of Finance in a meeting at Secretarial today, the Chief Minister said that the United Nations System plays an important role in developing global public goods. Therefore, the United Nations University may consider setting up an International Centre for Disaster Mitigation & Recover at Bhubaneswar. This could help in building upon the expertise that Odisha has gained in this sector as well as in developing International best practices for use across the world, the CM said. He also assured the UN team to provide all possible support for establishment of this Centre in Bhubaneswar.

The Chief Minister also laid stress on disaster proofing of energy infrastructure, development of resilient communication network and restoration of livelihoods. He urged the UN team to modify the existing programmes to incorporate some of these activities for early implementation in Odisha.

Appreciating the efforts of the State Government in pro-cyclonic evacuation, the UN team said that the timely efforts of the State Government saved the lives of many people. They also admired the relief and restoration work taken up by the State Government and assured full cooperation.

Berhampur,15/04/19:Gopalpur Police team in Ganjam gained success after success  in connection with heinous murder case at village Badagumula under Gopalpur police limit. 

Today at noon Berhampur SP,Pinak Mishra told to scribe in a press meet that on dated 20/04/19 there was a bombing incident  in the village  Badagumula under Gopalpur PS in which one Sushant  Sahu of the same village was murdered.

To arrest the criminals of heinous attack a special team was formed  to nab the accused persons at any cost,said,Pinak.

In briefing he said, during our course of investigation it was ascertained that there was arch rivalry between the deceased Sushant Sahu and Tuna Sethy and his gang.

Pradip Sethy of Sanakusastali belong to gang of Tuna Sethy.Earlier the deceased Sushant Sahu had attacked Tuna Sethy and also attacked on Dillip Sethy the brother of Pradip Sethy.

On the day of pooling dated 11/04/19 to   take revenge against Sushant Sahu, Tuna Sethy has earlier attempted to kill him but failed. Sushant Sahu has also yearlong enmity with Linta alias  Sushant  Kumar Jena of Bada Kusasthalli.

It may be underlined that Linta alias Sushant Kumar Jena who arrested Tuesday and forwarded to Jail by Gopalpur Cops.

On dated 09/04/19 Linta has a conspiracy in the house of one Chandan Rana and Mamuni Sahu at Panigrahy Pentho B Bazar, 6th lane under B.Bazar, Berhampur along with Chandan Rana. 

His nephew Gopinath Rana and Samaya  Rana of Taratarini . There Linta alias Sushanat Kumar Jena assured of providing all shorts help to get all the involved persons out of the clutch of the police and to provide all financial assistance to the accused persons. 

As per the conspiracy Tuna Sethy of Badagumulla and drew the sketch to kill Sushant Sahu and Pradip Sethy of Sanakusastali  and arranged Bombs.In this conspiracy three two wheeler were engaged one white apache of Gopinath Rana and one Discover of Samay Kumar Rana and one YAMHA Fasino of Tuna Sethy was used.

As per the conspiracy Six persons named as Tuna Sethy, Pradip Sethy, Gopinath Rana, Samaya Rana, Chandan Rana and Ajit Sethy were engaged to execute the conspiracy. They stayed in the apartment of Linta of Pokudi Bandha Chowk for three consecutive days on 17,18.19,,April,2019 and tried to execute the plan in this ¾ days Linta @ Sushant Kumar Jena bear all the expenses of Food, Alcohol and other items on 20/04/19 .They rush to the Village Badagumulla in three Bikes and hurled  local made Bombs exploded on the body deceased as a result Sushant Sahu died on the spot. Later on Chandan Rana and Mamuni Sahu who are Husband and Wife in relation took Tuna Sethy to different places for Harbouring and helped him in escaping (!!!). 

This was a clear and pre-planned murder out of the six prime accused persons three persons named Ajit Sethy ,Chandan  Rana and Gopinath Rana were arrested and efforts are on  to nab the other accused persons. One conspirator Mamuni Sahu has also been arrested and efforts are on to arrest the prime conspirator Linta @ Sushant  Kumar Jena. 

Mamuni Sahu was earlier arrested and forwarded the prime conspirator and absconded Linta @ Sushant Kumar Jena.

Notably the team members consist of Mr JK Mohapatra,SDPO (Sadar),Mr Bibek Mahanta the IIC Gopalpur and others did hard work to arrest all within a stipulated time limit.

In connection to the issue Gopalpur PS case no-46 dtd.20/04/19 u/s 302/34 IPC r/w Sec 3 explosive substances act was registered and investigated into.

 

DEFICIENCY STANDS BETWEEN TREATMENT FACILITIES TO A PHYSICALLY CHALLENGED PERSON, FAMILY IN DISTRESS

Ganjam,(Beguniapada),15/05/19:Surendra Mohanty a resident of Village Khandilai under Beguniapada block in Ganjam district  is struggling hard to get his facilities adopted by Govt of Odisha and Govt of India since long. 

50-year-old Surendra, a physically challenged person who now anguish with Cancer other side the administration is blind said the victim Mohanty emotionally. Surendra comprises of his wife, Mrs Basanti and a Son.

During the year 2013 he got the disabled certificate where it mentioned that he is affected with 41%. But the current year while Surendra went to Berhampur for renewal of his certificate the officer concern asked his education certificate and more surprisingly the officer concern reduce his disability portion from 41% to 12 %. What a nice and Good governance (?).

Subsequently Surendra met CDMO,Ganjam with his grievance but the  CDMO ,Ganjam told to apply fresh application and they will  examine again (?).

It may be underlined today Surendra is a Cancer patient and how he runs his livelihood for that nobody care (?).

Today his life remains confined to the four walls of their dilapidated thatched house in his Village Khandinai, Beguniapada Block, Ganjam.

Surendra said, “How can a father see his family move at a snail's pace his whole life (?).

Asked Surendra. “With whatever the sources I can hardly feed the family members let alone think of self treatment. Despite this, I have tried everything to get her cured but failed,” (!).

He has even attended the Beguniapada Block Chairman met the Mrs & Mr Dora grievance cell and is looking for ways and means to get a Pucca house built under government schemes and Biju Swasthya Kalyan Yojanas, (BSKY) however he has failed.

Surendra, also broke out in anguish stating that, “All schemes and yojanas are for all those well established families (?). The government facilities are not for poor families like us. Who is there to think about us (?) If the government is truly for us, why did we not get a house even after my attendance the Block Chairman  grievance cell” (?). “Today he didn’t care to any statement while I am fighting with my Death not only a disable also a Cancer patient (!)”.

HUGE DIVERSION OF CMRF FOR AAHAAR PROGRAMME IN ODISHA

Bhubaneswar,15/05//19:Though Aahaar Kendras  started from 1.4.2015,  the State  Govt. released  notification dt.1.7.2015  in respect of  constitution of the General Body and the Executive Committee of  Odisha State  Aahaar  Society ( OSAS ).

But astonishingly, the 1st General body meeting and Executive Committee meeting of Odisha State Aahaar Society was held on 5.2.19, after around 4 years of its constitution. These bodies are high-level bodies  formed  to  monitor the implementation of Aahaar programme and give strategic guidance  to District Aahaar Society.

A  sum of Rs. 128,76,14,000 has been released  from CMRF  for Aahaar Programme, a so-called  populist Programme  of State Govt. for  creating  vote bank. Govt. could  have made budgetary provision  for  this Programme without  diverting  fund from CMRF  which  is mostly  used  for giving financial support  to the needy  poor  people and render support  to the  disaster-affected  people.

When  the State  Govt. gave a public  call  seeking  donation for Chief Ministers’ Relief  Fund to meet  FANI disaster  expenses, we   had appealed  the  people  not  to  give  any  contribution to  CMRF  by  making allegation  of  misuse  of  CMRF  fund  by  Chief  Minister, Odisha  and  requested  the people to  donate  directly to   the  affected  people  and NGOs  working with   a lot  of  hardship  in the  cyclone-affected  areas.

According to Pradhan,on 15.3.19.,  I had  filed RTI  Application  to the PIO, office  of  Housing and Urban Development, Govt. of Odisha  seeking  information about  details of  Aahaar Programme,  details of  fund sanctioned from  CMRF, Funds  mobilized  from different sources etc. On 9.5.19., the PIO supplied the information which is as follows and I am  presenting  a  test case  of  huge  misuse  of Chief Minister’s Relief  Fund for Aahaar Yojana, a populist programme  designed for  creating  vote bank  for Nabin Patnaik Govt,said by Pradeep Pradhan. 

AAHAAR PROGRAMME  (  A COOKED HOT MEAL @RS.5.00 AT AAHAARKENDRAS). 

Commenced from 1st April,2015 with 21  Aahaar Kendras, up-scaled to 111 Kendras in 2016-17 and currently operating with 119 Kendras . Besides  that  the  feeding  programme at night  has  commenced  from 31st December , 2018 in 56 Aahaar Kendras  located in the Hospitals. 

To  manage  Aahaar Programme, Aahaar Society in name of Odisha State  Aahaar  Society ( OSAS)  at state level  was formed  under  chairmanship  of  Chief  Secretary, Govt. of Odisha  with  the responsibility  of giving strategic guidance  to District Aahaar  Societies  at   district level in planning, managing and monitoring  the Aahaar  Scheme in the urban areas to address  hunger of needy  urban poor by provisioning of cooked hot meals at affordable price by tapping of donors  and mobilize  funds from Corporate, industries, philanthropic donors, , voluntary  Organisations,  residential welfare  associations, volunteers as well as well-wishersdovetailing of funds or benefits  from other  Govt. programme. 

The  State  Govt. has increased the  cost of meal from Rs. 20/- to Rs. 23.00. and source  of funding towards AAHAAR PROGRAMME  upto 31.3.2019.
