DEMANDS ADEQUATE INVESTMENT IN YOUNG CHILDREN AND HUMAN RESOURCE AT GRASSROOT
 
Rayagada, January 30: “Internationally acclaimed truth entails that ninety percent of human brain  develops within five years of birth. This is the period where maximum investment should be done by the parents, communities and the state. As a welfare measure, our Govt has promulgated a scheme for children from 0 to 6 years called Integrated Child Development Scheme(ICDS) where six child centered services  are provided and unfortunately least investment had been made since its inception during seventies. The investment in the lowest strata of human resource in ICDS, ie, Anganwadi Workers(AWW) and the helpers, is precarious. There is also a faulty mechanism of creating another hierarchy of human resource called mini-AWWs though the tasks of mini and main are same. They are not even paid minimum wage prescribed by the Govt. Lack of social security for AWWs and helpers has put road blocks on the motivational level of AWWs, Mini-AWWs and Helpers”, said Sri Jogesh Dash, President of Bharatiya Mazdoor Sangha(BMS), who joined as Chief Guest and inaugurated a district level convention of the district unit of All Odisha Anganwadi Ladies Workers’ Association(AOALWA) affiliated to BMS. 

 
Addressing a huge gathering of AWWs, Mini-AWWs & helpers coming from all blocks of Rayagada and assembled at Thakkar Bapa Ashram, the State Secretary of AOALWA Smt Sumita Mohapatra lambasted at the careless attitude of both state and central govts towards them. “As AOALWA, which is affiliated to BMS as a non-political entity, stands on principles of workers’ and nation’s interest, has been the biggest union and sustained many ups and downs. Recently the state govt has budged to the demands of their association partly due to a forty days peaceful strike at block, district and state levels. Sacrifice & commitment are the mantras of our union and we still have miles to go”,s aid Mohapatra.    
 
The past committee was dissolved and a new district committee of AOALWA was constituted taking Smt Padmalaya Sahu as President, Smt Usharani Dash as Secretary, Smt Indira Panda as Treasurer, Jyostnarani Sahu, Hemalata Dash, Pritibala Sahani as Vice-Presidents, Bhanumati Bastaray, Rajeswari Bisoi, Gouri Panda as Joint-Secretaries, all the block secretaries as Working Committee Members. The office bearers namely Sri Khageswar Singh, Secretary-BMS, Sri Krushna Singh, Vice-President-BMS, members of AOALWA Gita Ulaka, Jayanti Jena, K.Niladri, Rajeswari Bahini, Brundabati Behera, Kanchan Kandagari under the leadership of Mrs Usharani Dash and Mrs Padmalaya Sahu primarily organized this event. Newly elected District Secretary Smt Usharani Dash extended vote of thanks.
